Dear Colleagues and Friends of CEIMSA,
We continue with our presentation of Part Three of Barrington Moore, Jr.’s comparative history of the social origins of dictatorship and democracy, with Chapter 8, “The Peasants and Revolution.” In the first chapter of this final part of his book, in which he discusses the theoretical implications of his findings, Moore analyzed “the democratic route” of modernization – the commercial and industrial development of England in the 17th and 18th centuries – a process which led to the elimination of the English peasant class and the establishment of commercial agriculture, controlled by large landowners operating in the market system. In the next chapter, Chapter 7, the author discusses the implications of “revolution from above” in a slightly later period in Japan and Germany, where the successful commercial and industrial revolutions were guided politically by the traditional landed elite, who rather than eliminating the peasantry, devised legal methods to squeeze more surplus out of them and at the same time maintain their traditional loyalties to their political superiors. In this chapter we will look at some of the theoretical implications of “the peasants and revolution” as these actors entered upon their respective states in Russia and China, at the historic moments of modernization in these societies, using Indian history as an example of the absence of revolutionary peasant upheaval.
The
process of modernization begins with peasant revolutions that fail. It
culminates during the twentieth century with peasant revolutions that succeed.
No longer is it possible to take seriously the view that the peasant is an
‘object of history,’ a form of social life over which historical changes pass
but which contributes nothing to the impetus of these changes. For those who
savor historical irony it is indeed curious that the peasant in the modern era
has been as much an agent of revolution as the machine, that he has come into
his own as an effective historical actor along with the conquest of the
machine. Nevertheless the revolutionary contribution has been very uneven;
decisive’ in China and Russian, quite important in France, very minor in Japan,
insignificant in India to date, trivial in Germany and England after initial
explosions had been defeated. In this concluding chapter our task will be to
relate these facts to each other systematically in the hope of discovering what
kinds or social structures and historical situations produce peasant
revolutions and which ones inhibit or prevent them.
The
undertaking is not an easy one. The traditional general explanations run into important
exceptions within the range of materials examined here. No theory “emphasizing
a single factor appears to be satisfactory. Since negative findings have their
uses, I will begin with a brief summary of theories it has been necessary to
discarded.
The
first one that a modern investigator might choose is a simple economic
interpretation in terms of deterioration in the peasants’ situation under the
impact of commerce and industry. Where
such deterioration has occurred on a marked scale, it seems plausible to expect
revolutionary outbreaks. Once again the case India provides a useful check,
especially when set alongside that of China. There is no indication that the
deterioration in the economic position of the Indian peasantry has been worse than
that of the Chinese during the nineteenth and twentieth centuries. Admittedly
the evidence is far from perfect in both cases. Local and ineffective peasant
upheavals there were in India. Still it is highly unlikely that whatever
difference there may be is adequate to account for the contrast in the
political behavior of Chinese and Indian peasants during the past century and a
half. Since these differences also extend backward in time for centuries, it
becomes obvious that no simple economic explanation will do.
One
might object that this form of the economic explanation is too simple. Could it
be that not merely a decline in the peasants’ material situation but a massive
threat to their entire mode of life, to the very foundations of peasant existence
– property, family, and religion – brings about a revolutionary situation? Once
more the evidence is clearly negative. It was not the English peasants turned
adrift by enclosures who rose in massive revolt but the French ones who were
merely threatened by them. Russian peasant society in 1917 was mainly intact.
Again, as I shall have occasion to point out in more detail later in this
chapter, it was not the peasants of eastern Germany rolled under by the
manorial reaction and the reintroduction of serfdom who turned to bloody revolt
in the sixteenth century but those of the south and west, who by and large
retained and even extended their old way of life. Indeed the very opposite
hypothesis comes loser to the truth, as we shall see
in due course.
From
the romantic and conservative tradition of the nineteenth century comes another
familiar thesis that where the noble aristocrat lives in the countryside among
his peasants there is less likelihood to acute peasant outbreaks than where he
becomes a lover of luxury, living in the capital. Contrast between the fate of
the French and English aristocracy during the eighteenth and nineteenth
centuries seems to be the origin of this notion. However, the Russian landlord
of the nineteenth century often lived a large part of his life on his estate, a
fact that did not deter peasants from burning manors and finally driving the dvorianstvo
from the historical stage. Even for France itself, the thesis is doubtful.
Modern research has shown that by no means all the nobility were hangers-on at
the court; many lived morally exemplary lives in the countryside.
The
notion that a large rural proletarian of landless labor is a potential source
of insurrection and revolution may be somewhat closer to the truth. The huge
size and appalling misery of India’s rural proletariat might seem to refute the
thesis. Many of these are, on the other hand, tied to the prevailing system
through possession of a tiny plot of land and by the caste system. Where such
bonds have been snapped or never existed at all, as in plantation economies
operated with very cheap hired labor of a different race or by slaves, the
possibilities of insurrection are much greater. Though slave owners in the
American South seem to have had exaggerated fears, there has been reason enough
elsewhere to fear insurrection: the ancient Rome, Haiti and other parts of the
Caribbean during the eighteenth and nineteenth centuries, parts of Spain in modern times, and quite recently on
the sugar plantations of Cuba. But, even if the hypothesis should turn out on
more careful inquiry to be correct, it would not account for the historically
significant cases. No rural proletariat of this type was important in the
Russian Revolutions of 1905 or 1917. Though the Chinese case is less well
documented, the bands of wandering peasants driven from their land by a variety
of causes have been important there, the revolutionary upsurges of 1927 and
1949 were certainly not those of a rural proletariat working huge landed
estates. Nor was this the case in the revolutionary outbreaks of the nineteenth
century. As a general explanation, this conception simply will not do.
Driven back from material explanations one might turn naturally to
hypotheses about the role of religion. At first glance this seems a promising
tack. Hinduism might go a long way toward explaining the passivity of the
Indian peasantry. More generally an organic cosmology that conferred legitimacy
on the role of the ruling classes, couched in some theory of the harmony of the
universe that stressed resignation and the acceptance of individual fate, might
conceivably serve as a strong bar to insurrection and rebellion if the peasants
accepted its norms. Here at once a difficulty appears. Such religions are the
product of urban and priestly classes. The extent of their acceptance among
peasants is problematic. In general the existence of an undercurrent of belief
distinct from that of the educated strata, often in direct opposition to it,
characterizes peasant societies. Passed along by word of mouth from generation
to generation, only fragments of this underground tradition are likely to find
their way into the historical record, and then very likely in distorted form.
Even
in religion-soaked India there are numerous indications of widespread hostility
–to the Brahman. Possibly Indian and other peasants believe in the
effectiveness of magic and ritual as such while at the same time they resent
the human agent who performs the rituals and the price that he exacts for their
performance. Movements to do away with the priest, to attain direct access to
the deity and the source of magic, have simmered underground in both Europe an
Asia for long periods, to bust forth from time to time in heretical and
rebellious movements. In this connection, too, we would want to know what
circumstances make peasant receptive to these movements at some times and not
at others. Nor are they a universal accompaniment of the more important peasant
upheavals. There is little indication of any religious component in the peasant
disturbances that preceded and accompanied the French Revolution. In the
Russian Revolution it is highly unlikely that revolutionary notions from the
towns, either religious or secular, were of any importance. G.T. Robinson in
his study of Russian peasant life before 1917 points out that the religious and
outer intellectual currents impinging on the peasants from the outside were
wholly on the side of conservatism and strongly discounts the role of
revolutionary ideas from the towns. Conceivably further research may reveal the
role of underground traditions indigenous to the peasantry and couched in
religious terms. Nevertheless, to be meaningful, such an explanation in the
case of Russia or of any society requires information about the way in which
ideas were related to concrete social circumstances. Religion by itself clearly
provides no key.
The
shortcoming of all these hypotheses is that they focus too much attention on
the peasantry. A moment’s reflection on the course of any specific
preindustrial rebellion reveals that one cannot understand it without reference
to the actions of the upper classes that in large measure provoked it. Another
noticeable feature of rebellions in agrarian societies is their tendency to
take on the character of the society against which they rebel. In modern times
this tendency is obscured because successful rebellion has been the prelude to
thorough and violent overhaul of the entire society. In earlier peasant
rebellions, it is much more obvious. The insurgents battle for the restoration
of the ‘old law,’ as in the, Bauernkrieg,
for the ‘real Tsar’ of the ‘good Tsar’ in Russian peasant upheavals. In
traditional China the outcome has often been the replacement of a decaying
dynasty by a new and vigorous one, that is, a restoration of essentially the
same social structure. Before looking at the peasantry, it is necessary to look
at the whole society.
With
these considerations in mind we may raise the question whether certain types of
agrarian and premodern societies are more subject to
peasant insurrection and rebellion than others and what structural features may
help to explain the differences. The contrast between India and China is
sufficient to show that the differences exist and have prolonged political
consequences. Likewise the existence of even one substantiated attempt at
peasant revolt in India, that of Hyderabad in 1948, even leaving aside other
smaller upheavals, strongly suggest that no social structure can be totally immune
to revolutionary tendencies set up in the course of modernization. On the other
hand, some societies are obviously much more vulnerable than others. For the
moment we may set aside all problems that arose during the course of
modernization and concentrate specifically on the structural differences in premodern societies.*

*As the expression ‘immune’ and ‘vulnerable’
show, English usage imposes a conservative bias on the analysis of revolution:
the implicit assumption is that a ‘healthy’ society is immune to revolution.
Hence it becomes necessary to make explicit the author’s rejection of this
assumption. The analysis of why revolutions do and do not occur carries no
logical implication of approval or disapproval, even if no investigator is free
of such preferences. Without trying to develop the argument here, I suspect
that a strong case can be made for the thesis that sick societies are one in
which revolution is impossible.(pp.453-458)

The
contrast between India and China suggests an
hypothesis perhaps more tenable than those just discussed. Indian society, as
many scholars have remarked, resembles some huge yet very simple invertebrate
organism. A central coordinating authority, a monarchy, or to continue the
biological analogy, a brain, was not necessary to its continued operation.
Through much of Indian history down to modern times, there was no central
authority imposing its will on the whole subcontinent. Indian society reminds
one of the starfish whom fishermen used to shred angrily into bits, after which
each fragment would grow into a new starfish. But the analogy is inexact.
Indian society was even simpler and yet more differentiated. Climate,
agricultural practices, taxation systems, religious beliefs, and many other
social and culture features differed markedly from one part of the country to
another. Caste, on the other hand, was common to them all and provided the
framework around which all of life was everywhere organized. It made possible
these differences and a society where a territorial segment could be cut off
from the rest without damage, or at least without fatal damage, to itself or
the rest of the society. Far more important, from the standpoint of our
immediate problem, is the reverse of this feature. Any attempt at innovation,
any local variation, simply became the basis of another caste. This has not
been merely a matter of new religious beliefs. Since the distinction between sacred and profane is very dubious
for Indian society, and since religiously tinged caste codes cover practically
the whole range of human activities, any innovation or attempted innovation in premoden times was likely to become the basis for another
caste. Thus opposition to society and preying on society became a part of
society in the form of bandit castes or castes in the form of religious sects.
In China, too, hereditary bandits were known. In the Chinese context, their
significance was quite different, aside from the fact that the absence of caste
made recruitment easier. In China the landlord needed a strong central
authority as part of the arrangement for extracting the surplus from the
peasants. Until quite recent times, caste made this arrangement unnecessary in
India. Chinese society for this reason required something resembling a brain, a
more than rudimentary coordinating authority at the center. Bandits were a
threat in China and could grow into peasant insurrections.
The
general hypothesis that emerges from this brief recapitulation, hedged with
that familiar ritual phrase ceteris paribus used by scholars to avoid thorny
issues;, might be put in the following way: A highly segmented society that
depends on diffuse sanctions for its coherence and for extracting the surplus
from the underlying peasantry is nearly immune to peasant rebellion because
opposition is likely to take the form of creating another segment. On the other
hand, an agrarian bureaucracy, or a society that depends on a central authority
for extracting the surplus, is a type most vulnerable to such outbreaks. Feudal
systems, where real power is diffused into several centers under the nominal
authority of a weak monarchy, belong somewhere in between. This hypothesis at
least fits the main facts of this study. Peasant rebellion was a severe problem
in traditional China and tsarist Russia; was somewhat less sever but frequently
beneath the surface in medieval Europe; was quite noticeable in Japan from the
fifteenth century onwards; and finds almost no mention in histories of India.
Turning to the process of modernization itself, we notice one again that
the success or failure of the upper class in taking up commercial agriculture
has a tremendous influence on the political outcome. Where the landed upper
class has turned to production for the market in a way that enables commercial
influences to permeate rural life, peasant revolutions have been weak affairs.
There are several very different ways in which this antirevolutionary
transition has been able to take place. In early Meiji Japan, a landed upper
class that was being rapidly renewed preserved much of the traditional peasant
society as the mechanism for extracting a surplus. In other key cases, peasant
society was destroyed, either by breaking the connection with the land as in
England or by intensifying the connection as in the reintroduction of serfdom
in Prussia. Conversely the evidence indicates that a revolutionary movement is
much more likely to develop and become a serious threat where the landed
aristocracy fails to develop a really powerful commercial impulse within its
own ranks. Then it may leave beneath it a peasant society damaged but intact,
with which it has few connecting links. Meanwhile it is likely to try to
maintain its style of life in a changing world by extracting a larger surplus
out of the peasantry. By and large this was the case in eighteenth-century
France and in Russia and China during the nineteenth and twentieth centuries.
The
Great German peasant war, the Bauernkrieg of
1524-1525, illustrates these relationships in a striking fashion, especially if
one compares the areas in which it broke out violently with those parts of
Germany where it was not more than a minor episode. Since it was the most
important peasant revolution of early modern times in Europe, it will be well
to discuss it briefly here. The German Junkers, on the other hand, wanted men,
more specifically men attached to the land, in order to grow the grain which
they exported. Much of the subsequent history of the two countries goes back to
this homely difference.
In
Prussia the coming of grain exports brought about a sharp reversal of earlier
trends that had been similar to those of Western Europe, where parliamentary
democracy eventually triumphed. By the middle of the fourteenth century,
Prussia still resembled Western Europe, even if it had reached this stage by a
different route. Then it was a land of prosperous and relatively free peasants.
As in the rest of what later became northeastern Germany, the necessity to
grant favorable conditions to immigrating German colonists had, along with the
development of a strong central authority in the form of the Teutonic Order and
a vigorous town life, been the main cause of the freedom. German peasants had
the right to sell and bequeath their lands, as well as to market their produce
in the nearby towns. Their dues to the overlord in both money and labor were
small; the authority of the lord in village affairs was strictly limited mainly
to ‘higher justice,’ i.e., the more serious crimes. For the rest, villagers managed
their own affairs.
The
villages throughout the colonized area, were settled by locator, often
employed by the noble landholders, who procured the settlers, led them from
their place or origin, allocated to them their holdings, measured the village
fields, and in return became the hereditary mayor with larger holdings than the
rest. In a sense, therefore, the villages of northeastern Germany were
artificial communities that received their rights in the form of charters (Handfesten) from above. Their situation on this
score differed from that of southern German-speaking villages, which won their
rights in the course of a prolonged struggle with the overlord. This difference
may be partly responsible for the lack of resistance to later subjugation in the
northeast, though other factors were probably more significant. Another
difference from the south was the ethnically mixed character of the population,
as Germans settled in Slavic territories. However, German villages were usually
settled on unoccupied land, and the Slavic peasants soon gained the same
favorable legal status as the Germans.
Toward the end of the fourteenth century, certain changes began that
later led to the enserfment of the peasants. The
towns declined; the central authority weakened. But most important of all,
there appeared the beginning of an export market for grain. Together these
forces altered the political balance in the countryside. Other parts of Germany
and Europe were also hit by a debasement of the currency as part of the
weakening of royal authority and by an agrarian crisis that led the nobility to
press hard on the peasants, events that helped to produce the Peasants’’ War.
But only in the northeast did an important export in grain put in an
appearance.
The consequences
for the peasants were disastrous. The lords ceased to be interested in money
dues from the peasants and turned instead to cultivating and increasing the
demesne. For this the labor of the peasants was necessary. Labor services were
extended; the peasants tied to the soil. Their rights to sell and bequeath
their property were all but abolished, and they were no longer allowed to marry
off the estate. Most of these changes took place during the sixteenth century,
an era of booming grain prices. It is worth noticing that in this situation the
scarcity of labor did not aid the peasants but led to severe discipline in
order to prevent flight and that a numerous though rather poor nobility was
able to establish a labor repressive system without the assistance of a
powerful central government. In fact the formal end of the Teutonic Order in
1525 was one of the more important political events that led to the results
just mentioned.
During the period of colonization, peasant villages had often been physically
separate from the noble’s estate and had been largely independent organisms. In
the second half of the fifteenth century this situation ceased, as the lords
penetrated the villages, economically by taking over peasant property,
especially the larger holdings of the mayor, and politically by establishing a
monopoly of justice. Without this capture of the village community and the
destruction of its autonomy, it is difficult to understand how a mass of
scattered nobles could have imposed their will.
By
the end of the seventeenth century, most of the nobles had become petty despots
in the area of their estates, checked by no formal authority from above or
below. The ‘capitalist’ revolution of the sixteenth- and seventeenth-century
Junker was almost entirely an social and political
one. There is no indication in the literature of any important technical
changes in agriculture that accompanied the Junker’s rise to supremacy. The
three-field system was still almost universal up until about the time of the
Seven Years’ War, and, by the eighteenth century, agricultural practices,
especially on the big Junker estates, were far behind those in Germany’s
western provinces.
The
peasants did offer limited resistance. The only revolt of importance broke out
in the vicinity of Königsberg in 1525, shortly after
the abolition of the Teutonic Order. It is not surprising that the impetus came
partly from the town itself and from those who had most to lose – the more
prosperous free peasants. Its rapid suppression was due to weak support from
the towns, where, in contrast to the Bauernkrieg
area, guild life was relatively feeble.**

**The weak resistance in Germany
to the establishment of serfdom presents a sharp contrast with the peasant
unrest and revolts that accompanied and followed its establishment during the
same time period in Russia. The main reason for the difference is probably a
fact to which attention has been drawn before: serfdom in Russia arose in
response to a political situation. As part of the process by which absolutism
established itself, Russian serfdom provided a method of working the lands
granted to support the tsar’s officials. Also serfdom in Russia seems to have
damaged the peasant village far less than in Prussia. Though it lost much of
its autonomy, the Russian village commune (mir,
or more accurately sel’skoe obshchestvo) remained very much a going concern. For an
excellent treatment of the changes during the sixteenth and seventeenth
centuries in Russia, see Blum, Lord and Peasant, chaps 8-14; on peasant unrest,
258, 267-268; on the mir, 510-512.
The
situation that led to the Bauernkrieg of
1525-1526 was in its most important aspects almost the opposite to that in
north-eastern Germany and calls to mind some of the features that more than two
centuries later produced the French Revolution. Since the Bauernkrieg
and the numerous upheavals that led up to it were spread over a wide area, from
what is now western Austria, through nearly all of Switzerland, parts of
southwestern Germany, and a large area of the upper Rhine Valley, there was
naturally considerable variation in local conditions, a variation that has
added to the difficulty in determining its causes and kept alive a vigorous
controversy over them up to the present time.
Nevertheless there is widespread agreement among a variety of scholars
along the following lines. The territorial princes in this part of Germany were
getting stronger, not weaker as in the northeast, and taking some of the early
steps toward controlling their own nobility and setting up a modern uniform
administration. This form of absolutism was, however, a petty, fragmented
variety, as the Emperor had dissipated German energies in a vain struggle with
the papacy. Town life flourished in this part of Germany; the later Middle Ages were the golden age of the German Bürger.
Thus
the peasants could at times draw on the urban plebs for support.

All that one can say with confidence is that the
conflict began chiefly with the moderate demands of well-to-do peasants and
became more radical as it developed, turning later into the apocalyptic visions
of Thomas Münzer. Clearly this progressive
radicalization was due to the refusal of early moderate demands, partly to the
tendency of peasants to turn to news religious notions emanating from the
Reformation in justification of their economic, political, and social
grievances. The connection with the towns probably contributed to this
radicalization, of which there were some foreshadowings
at an early date. It may also have derived from the complaints of lower strata
among the peasantry, who were dividing into rich and poor much as in France of
the late eighteenth century, though I have not found any explicit statement of
this connection.
The nobility of the time were facing a
double squeeze: from the efforts of the territorial princes to establish their
authority and from the more general effects of the spread of the commercial
economy. They needed money and tried in a variety of ways to get it, reviving
where they could ancient rights, or – as it seemed to the peasants – trying to
create new obligations. Indeed the first stirrings of peasant discontent took
the form of efforts to retain or return to ‘das alte Recht.’ What the nobles did not do, except here and there
on a small scale, was to undertake farming for the market. Here lies the
crucial difference between the area of the Bauernkrieg
and Junker Germany.(pp.458- 465 )
The
respective victories of the English squire and the German Junker constitute
almost exactly opposite forms in which a landed upper class might make a
successful transition to commercial agriculture. They also constitute exactly
opposite ways of destroying the basis of political action by the peasantry. Even
if defeated, this action was vigorous in the Bauernkrieg
areas where the upper classes did not make an economic onslaught on peasant
society but apparently tiered to increase the amount of money it too from the
peasants.

The main areas where peasant revolutions have in
modern times had the greatest importance, China and Russia, were alike in the
fact that the landed upper classes by and large did not make a successful
transition to the world of commerce and industry and did not destroy the
prevailing social organization among the peasants.
Now
we can leave the actions of the aristocracy aside to undertake a more analytic
discussion of factors at work among the peasantry itself. Just what does
modernization mean for the peasantry beyond the simple and brutal fact that
sooner or later they are its victims? On general grounds, it seems obvious that
the different types of social organization found in various peasant societies,
together with the timing and character of the modernization process itself, can be expected to have considerable influence on
whether or not the response will be a revolutionary or a passive one. But just
what is the connection among these variables? Let us see first what general
changes take place in this complex process.
In agriculture economic modernization means
the extension of market relationships over a much wider area than before, and
the replacement of subsistence farming more and more by production for the
market. Secondly, in politics successful modernization involves the
establishment of peace and order over a wide area, the creation of a strong
central government. There is no universal connection between the two processes.
Rome and China both established powerful and far-flung governments for their
time without generating any significant impetus toward a modern society. It is
the combination of the two, nevertheless, that has
yielded modernization in various parts of the world since the fifteenth
century. The spread of the state’s authority and the intrusion of the market,
which may occur at quite different times, affect the bonds of the peasant to
the overlord, the division of labor within the village, its system of
authority, class groupings within the peasantry, tenure and property rights. At
some point the influence of these external forces may produce changes in the
technology and level the productivity in agriculture. To my limited knowledge,
there is no instance of a major technical revolution in agriculture arising
among the peasantry, though moderately important ones are reported for Japan,
as we have seen, toward the end of the Tokugawa era. Technological changes so
far have been far more important in the West; in the rice economies of Asia,
added productivity has come mainly through intensified human labor.
In
this complex of related changes three aspects are especially important politically: the character of the link
between the peasant community and the overlord, property and class divisions
within the peasantry, and the degree of solidarity and cohesiveness displayed
by the peasant community. Because these aspects are so closely related to each
other, it is impossible to avoid some overlap and repetition in an effort to
trace out characteristic patterns of modernization in each of them.
To return
to the starting point of the process, one finds that there are certain very
broad similarities among peasant communities or villages and their
relationships to the outside world in many agrarian civilizations. It will be
helpful to begin by sketching the general ground plan of these communities in
very general terms, realizing that there are numerous politically significant
departures from this plan. Indeed it is easier to perceive the meaning of these
departures if we first grasp the general model. I shall limit the discussion to
villagers, conceived as compact settlements surrounded by cultivated fields.
Though the system of scattered individual settlements also occurs quite widely,
it was not the predominant form anywhere except perhaps in parts of the United
States in colonial and frontier times. In itself this is one of the grounds of
refusing the designation peasant to American farmers.
Either directly or indirectly the immediate overlord played a vital part
in the life of the village. In feudal societies he was the seigneur; in
bureaucratic China he was the landlord dependent on the Imperial bureaucracy;
in parts of India the zamindar, a figure
roughly halfway between the bureaucratic official and the feudal seigneur. The
general task of the secular overlord was to provide security against the
external enemies. Often, but not universally, he rendered justice and settled
disputes among the inhabitants of the village. Alongside the secular overlord,
there has often been the priest. His task has been to help give legitimacy to
the prevailing social order and to provide a way of both explaining and coping
with those misfortunes and disasters for which the individual peasant’s
traditional economic and social techniques were inadequate. In return for the
performance of these functions, the overlord with the priest extracted an
economic surplus from the peasants in the form of labor, agricultural products,
or even money, though this was generally less important in precommercial
times. How these obligations were distributed among the peasants varied
considerably. The peasants’ right to cultivate the soil and keep a portion of
the products for their own use generally depended on fulfilling the above
obligations.
There
is considerable evidence to support the thesis that, where the links arising
out of this relationship between overlord and peasant community are strong, the
tendency toward peasant rebellion (and later revolution) is feeble. In both
China and Russia, the links were tenuous and peasant upheavals endemic to these
states, even though the structure of the peasant communities themselves were
about as different as could be imagined. In Japan, where peasant revolution was
kept under control, the linkage was very effective. There are some puzzles and
contradictions in the evidence. In India, strictly political power did not
reach into the village except in certain areas in pre-British times. But there
was a strong linkage to authority through the priesthood.
Two
conditions are probably essential for the link to be an effective agent of
social stability. One is that there should not be severe competition for land
or other resources between the peasants and the overlord. This is not simply a
matter of how much land is available. Social institutions are just as important
as the amount of land in determining whether or not peasants become land
hungry. Thus, a second and closely related condition, I would suggest, is the
following: political stability requires the inclusion of the overlord and/or the
priest as members of the village community who perform services necessary for
the agricultural cycle and the social cohesion of the village of which they
receive roughly commensurate privileges and material rewards. This point
requires more extensive discussion sine it raises general issues that are a
matter of lively dispute.
The
difficulty arises from the notion of rewards and privileges commensurate with
(the services rendered by the upper class. In a feudal society just how many
hens and eggs at stated times in the year, how many days of work on the lord’s
fields, would be a ‘fair’ repayment for the lord’s protection and injustice? Is
the matter not wholly arbitrary, one that can only be decided by a test of
strength? More generally, is not the concept of ‘exploitation’ a purely
subjective one, not more than a political epithet, that
cannot receive any objective pinning down or measurement? Very likely a
majority of social scientists today would answer these questions with an
affirmative. If one takes this position, the proposition just suggested becomes
a trivial tautology. It means that peasants do not revolt as long as they
accept the privileges of the aristocracy and their own obligations to them as
legitimate. Why the peasants accept them remains as much of a problem as
ever. Within the framework of this position, force and deception can be the
only possible answers to this question because one set of rewards is just as
arbitrary as any other. It seems to me that at this point the whole subjective
interpretation of exploitation breaks down and becomes flagrantly
self-contradictory. How can nine-tenths of the peasant crop be no more and no
less arbitrary an exaction that a third?
The
opposite point of view, that exploitation is in principle an objective notion,
I submit, makes better sense generally and at least provides the possibility of
an explanation. The point at issue is whether or not one can make an objective
assessment of the contributions of qualitatively different activities, such as
fighting and tilling the soil, to continue existence of a specific society.
(Economists used to tell us that this was possible, at least through a
competitive market, but would, I take it, be reluctant to go that far now.) It
seems to me that this is possible for a detached observer and that he does so
by asking the traditional questions: 1) Is this
activity necessary to the society? What would happen if it stopped or
changed? 2) What resources are necessary
in order to enable people to carry out this activity et
effectively? Though the answers to such questions must always have a
substantial margin of uncertainty, they also have a common objective core.
Within limits broads enough for society to work, the objective character
of exploitation seems so dreadfully obvious as to lead to a suspicion that the
denial of objectivity is what requires explanation. It is not hard to tell when
a peasant community gets real protection from its overlord and when the
overlord is either unable to keep enemies out or is in league with them. An
overload who does not keep the peace, who takes away most of the peasants’ food, seizes his women – as
happened over wide areas of China in the nineteenth and twentieth centuries – is clearly exploitative. In between this situation
and objective justice are all sorts of gradations where the ratio between
services rendered and the surplus taken from the peasants is open to dispute.
Such disputes may intrigue philosophers. They are not likely to rip society
apart. The thesis put forward here merely holds that the contributions of those
who fight, rule, and pray must be obvious to the peasants, and the peasants’
return payments must not be grossly out of proportion to the services received.
Folk conceptions of justice, to put the argument in still another way, do have
a rational and realistic basis; and arrangements that depart from this basis
are likely to need deception and force the more they do depart.
Certain forms of modernization are especially likely to upset any form of
equilibrium that may establish itself in a relationship between the peasant
community and the landed upper classes and to put new strains on the mechanism
linking them together. Where the royal authority has increased and intensified
the burden on the peasantry in order to meet the costs of an expanding military
establishment and administrative bureaucracy, as well as an expensive policy of
courtly magnificence, the growth of royal absolutism may contribute heavily to
peasant explosions. The Bourbon kings and the Russian tsars each in their very
different ways used this combination of devices to tame their respective
nobilities at the cost of substantial suffering among the peasants. The
reaction was intermittent eruptions, much more severe in Russia than in France.
The Tudors and Stuarts in England faced an entirely different situation, and
lost a royal head, partly because they attempted to protect the peasants
against the ‘antisocial’ behavior of the commercializing nobility. In Japan the
Tokugawa Shōgun resolutely turned their
backs on the outside world and therefore did not have to create an expensive a
military and administrative establishment as did absolute monarchs in Europe.
Peasant disturbances did not become important until the latter part of the era.
Generally the creation of centralized monarchy has meant that the
peasants’’ immediate overlord lost his protective functions to the state. In
both France and Russia this change took place in such a way as to leave still
in large measure intact the rights of the lord to a series of obligations from
the peasants. These lordly rights were backed up by the new power of the state
because the royal authority could not afford to alienate he nobility
altogether. In turn, gradual infiltration into the countryside of goods made in
the towns that the lord needed or thought he needed, together with the
requirements of conspicuous consumption at court, increased the lord’s need to
squeeze more out of the peasantry. The failure of commercial farming to take hold
on any very wide scale made the situation worse, since it meant that there was
scarcely any alternative to squeezing the peasant. As we have seen, what trends
there were toward commercial agriculture were labor-repressive. In France,
Russia, and other parts of eastern Europe, the small
lord became the most reactionary figure, perhaps because all alternatives were
closed to him, such as the court, a good marriage, or an attempt at commercial
farming. There is no need to labor the connection between these trends and
peasant discontent, which have been pointed out by numerous historians.
Where
the peasants have revolted, there are indications that new and capitalist
methods of pumping the economic surplus out of the peasantry had been added
while the traditional ones lingered on or were even intensified. This was true
in eighteenth-century France, where the peasant movement that helped to bring
down the ancient régime had strong anticapitalist
as well as strong antifeudal features. In Russia the
tsar’s action in dismounting serfdom from above failed to satisfy the peasants.
The redemption payments merely became new ways of raking a surplus from the
peasant while keeping him from getting the land that was ‘rightfully’ his.
Again, in China the peasant showed by his behavior that he resented the
combination of the old tax-collecting official and commercial landlord embodied
in the Kuomintang regime.
These
facts do not imply that the total burden on the peasantry necessarily
increased under these circumstances. Indeed it is an historical commonplace
that improvement in the economic situation of the peasantry may be a prelude to
revolt.***
The fact seems moderately well established for the English countryside prior to
the upheaval of 1381, for the Bauernkrieg in
sixteenth-century Germany, and for the French peasantry prior to 1789. In other
cases, the most important ones, Russia and China, the burden on the peasants
very likely increased.
In
any event one of the greatest dangers for the ancien
régime during the earlier phases of transition to the world of commerce
and industry is to lose the support of the upper crust of the peasantry. One
common explanation is the psychological one, to the effect that limited
improvement in the economic position of the stratum leads to greater and
greater demands and eventually to a revolutionary outbreak. This notion of a
‘revolution of rising expectations’ may have some explanatory power. It will
not do as a general explanation. For both Russia and China, even in the
twentieth century, it strains the evidence beyond recognition. There are
several different ways in which the richer peasants may turn upon the old
order, depending on specific historical circumstances and the impact of these
on different forms of peasant society.

***Such improvement would seem to
contradict the thesis that objective exploitation is a cause of revolt. This is
not necessarily so. The relationship between the overlord and he peasant
community can become more exploitative without the peasants becoming any
poorer, indeed even if their material situation improves. This would happen
wherever the lord’s exactions increased and his contributions to the welfare of
security of the village declined. A decline in the lord’s contribution, along with
general economic improvement and efforts by the lord to increase his ‘take,’
could be expected to generate tremendous resentment. To test this conception of
objective exploitation carefully against several cases would be a very
difficult but rewarding undertaking. I have not done this; the notion came to
me in the course of a prolonged effort to make sense of the data, and I present
it as a working hypothesis that finds some support in the evidence.

In
the course of this study we have noticed a substantial range of differences in
the degree of cooperation and the associated division of labor in peasant
communities. At one extreme one might lace the peasants of the Vendée with their isolated farmsteads, rather atypical for
peasants in civilized societies. At the other extreme might be the highly
integrated Japanese village, an integration that has persisted through modern
times. On general grounds, it seems obvious that the degree of solidarity
displayed by peasants, since it is an expression of the entire network of
social relationships within which the individual lives out his life, would have
an important bearing on political tendencies. Nevertheless, because this factor
is intertwined with so many others, the assessment of its importance presents
difficulties. As I read the evidence, the absence of solidarity (or more
precisely a state of weak solidarity, since some cooperation always exists)
puts severe difficulties in the way of any political action. Hence its
consequence is conservative, though the type of sudden shock just discussed can
override this conservative tendency and arouse the peasants to violent action.
Where solidarity is on the other hand strong, it is possible to distinguish
between conservative forms and those favoring rebellion or revolution.
In a
rebellious and revolutionary form of solidarity, institutional arrangements are
such as to spread grievances through the peasant community and turn it into a
solidarity group hostile to the overlord. There are strong indications that
this was happening in the late nineteenth and early twentieth centuries in Russian villages. One of the main consequences
of the periodic redivision of property in the mir, or peasant commune, seems to have been to
generalize land hunger, to align the richer peasants with the poorer ones.
Certainly this was the conclusion of Stolypin, who
reversed earlier official support for the mir
and tired to establish a Russian version of sturdy yeomanry to prop up the
tottering throne of the Romanoffs. It is also worth
recalling that the Chinese Communists, before they took power, had to create
this kind of solidarity out of refractory social materials.
The
opposite kind of solidarity, the conservative one, derives its cohesion by
tying those with actual and potential grievances into the prevailing social
structure. This takes place, as Japanese and Indian materials show, through a
division of labor that has behind it strong sanctions while at the same time it
provides a recognized if humble niche for those with little property. Quite possibly the key to the difference between radical and
conservative forms of solidarity rests on this point. Radical
solidarity, as in the Russian system, may represent an attempt to find an
equitable distribution of a scarce resource, namely land; conservative
solidarity was based on the division of labor. In general it seems easier to
get people to cooperate on a communal task than to cooperate peaceably in the
use of scarce resources. ****

a large family has to arrange a complicated picnic on a beach, where one child
gathers firewood, another builds the fire, etc., with what happens during the
morning rush for the bathroom.
To put the same point in a slightly different
fashion, property arrangements vary a great deal in the way they tie the
peasants to the prevailing society and hence in their political effects. In
order to be a full member of the Chinese village and come under the
conservative influences of the network of kinship and religious obligations, it
was necessary to have a certain rough minimum of property. The process of
modernization apparently increased very considerably the number of those
peasants below this minimum, something that may well have happened in premodern times as well, and hence the radical potential.
Japanese and Indian villages, on the other hand, provided a legitimate if lowly
status for those with little or no property both in premodern
and later times.
The
type of weak solidarity that inhibits political action of any variety is mainly
a modern phenomenon. After the establishment of a capitalist
legal framework and after commerce and industry have made a substantial
impact, peasant society may reach a new form of conservative stability. This
happened in much of France, parts of western Germany, and elsewhere in western Europe during the first half of the nineteenth
century. Marx caught the essence of the situation when he compared French
villages made up of small peasant holdings to sacks of potatoes. The key
feature is the absence of a network of cooperative relationships. This makes
the modern peasant village the opposite of the medieval one. A recent study of
a village of this type in southern Italy shows how the competition among the
family unity that makes up the village inhibits any form of effective political
action. The origins of ‘amoral familism’ – as
caricature of capitalism – is rooted in the specific history of this village,
an extreme development that contrasts with more cooperative relationships in
other parts of Italy. More important and more general factors may be the
disappearance of common rights and of the performance in common of certain
tasks during the agricultural cycle; the overwhelming importance of the small
plot worked by family labor; and the competitive relationships introduced by
capitalism. At a more advanced stage of industrial development, this type of
atomized small peasant village may, as we have seen in parts of Germany, become
the seedbed of reactionary anticapitalist sentiment
in the countryside.
To
sum up, the most important causes of peasant revolutions have been the absence
of a commercial revolution in agriculture led by the landed upper classes and
the concomitant survival of peasant social institutions into the modern era
when they are subject to new stresses and strains. Where the peasant community
survives, as in Japan, it must remain closely linked to the dominant class in
the countryside if revolution is to be avoided. Hence an important contributing
cause of peasant revolution has been the weakness of the institutional links
binding peasant society to the upper classes, together with the exploitative
character of the this relationship.

The
preceding factors may explain how a revolutionary potential arises among the
peasantry. Whether or not this potential becomes politically effective depends
on the possibility of a fusion between peasant grievances and those of other
strata. By themselves the peasants have never been able to accomplish a
revolution. On this point the Marxists are absolutely correct, wide of the mark
though they are on other crucial aspects. The peasants have to have leaders
from other classes. But leadership alone is not enough. Medieval and late
medieval peasant revolts were led by aristocrats or townsmen and still were
crushed. This point should serve as a salutary reminder to those modern
determinists, by no means all Marxists, who feel that once the peasants have
become stirred up, big changes are necessarily on the way. Actually peasant
revolts have been repressed far more often than they have succeeded. For them
to succeed requires a somewhat unusual combination of circumstances that has occurred
only in modern times. Success itself has been of a strictly negative sort. The
peasants have provided the dynamite to bring down the old building. To the
subsequent work of reconstruction they have brought nothing; instead they have
been – even in France – its first victims. The upper classes have to display a
substantial degree of blindness, mainly the product of specific historical
circumstances and to which there have always been some important individual
exceptions, before a revolutionary breakthrough becomes feasible.
Naturally the peasant movement will not find its allies among the élite,
though it may draw upon a section of it, especially a handful of discontented
intellectuals in modern times, for its leaders. The intellectuals as such can
do little politically unless they attach themselves to a massive form of
discontent. The discontented intellectuals with his soul searching has
attracted attention wholly out of proportion to his political importance,
partly because these searchings leave behind them
written records and also because those who write history are themselves
intellectuals. It is a particularly misleading trick to deny a revolution stems
from peasant grievances because its leaders happen to be professional men or
intellectuals.
The
allies that peasant discontent can find depends upon the stage of economic
development that a country has reached and more specific historical
circumstances; these factors s also determine the point at which the allies
turn on the peasant movement to draw its teeth or suppress it. German peasants
in the Bauernkrieg got some help from the
towns as well as from dissident landed aristocrats but accomplished nothing;
the collective power that the landed élite could bring to bear was still
overwhelming. In France the peasant movement fused with bourgeois demands,
mainly because the preceding feudal reaction had antagonized the well-to-do
peasants. The connection seems to me to have been precarious and
,might have gone the other way, since many had property in the
countryside were disturbed by peasant disorders. Another major revolutionary
ally was the urban crowd in Paris, though the term ally should not be taken to
mean that their policies were coordinated or that either stratum, for that
matter, has a really coherent policy. The sans-culottes were mainly
smaller artisans and journeymen, who have generally played a much more
important revolutionary role than Marxist theory, might lead us to believe.
In
Russia of 1917 the commercial and industrial classes were not a suitable ally
for the angry peasants. The Russian bourgeoisie was much smaller and weaker in
the country as a whole than had been the case in France, despite a higher level
of technology where trade and industry did exist. Though there had been
flirtations with Western constitutional notions, the Russian bourgeoisie was
tied by many strings to the tsarist government, which hade encouraged, largely
for militia reasons, a certain amount of hothouse capitalist development.
Perhaps most important of all, no significant segment of the Russian peasantry
was interested in securing property right against the remnants of feudalism, as
had been the case in France. The demands of the Russian peasants were brutally
simple: to get rid of the landlord, divide up the land, and of course to stop
the war. The Constitutional Democrats, the main party with a bourgeois flavor,
had earlier considered giving in to peasant demands. But the peasants’ frontal
attack on property was too much for it stomach when the issue had to be faced squarely . On the other hand, there was nothing in the
notion of dividing up the land to disturb the industrial workers, at least not
for the moment. Stopping the war appealed to the peasant s who
were the main victims of the slaughter and had little interest in defending a
government that refused concessions. Among the peasants, the Bolsheviks had no
real following. But as the only party without ties to the existing order they
could afford to give in temporarily to their demands for the sake of seizing
power. This they did on taking over the government and again after the chaos of
the Civil War. Subsequently of course the Bolsheviks found it necessary to turn
on those who had brought them to power and to drive the peasants into collectives
in order to make them the main basis and victims of the socialist version of
primary capitalist accumulation.
In
China we see still another combination of circumstances about which less is
known, partly because the evens are still too recent to have been a subject of
extensive historical investigation. It is difficult to point to any clear-cut
stratum as an ally to the presents, on whose backs the Communists finally rode
to victory, even though, or perhaps partly because, disaffection with the Kuomintang
had spread through all classes. As a contemporary scholar has convincingly
demonstrated, the Communists made little headway as long as they clung to
Marxist notions about the importance of the proletariat as the vanguard of the
revolutionary and anti-imperialist struggle. In time they did get massive
peasant support. Still without urban leaders, it is unlikely that the peasants
could have organized the Red Army and carried on the partisan warfare that
distinguished this revolution from its predecessors and has set a model for
subsequent attempts. The effect on their opponents has been curious; some of
the Western enthusiasm for learning the ‘lessons’ of guerilla warfare recalls
nineteenth-century Japanese notions about democracy: the belief that it is a
simple technique one can borrow that will bring it its train all the other
advantages that the opponent enjoys.
In
both Russia and China, the chances of halting the process of decay at some
point short of peasant revolution were very slim, maybe due to the lack of any
strong basis for either liberal or reactionary capitalism in the trading and
manufacturing classes. (pp.467-482)

Pfizer
& Moderna Investors Run for the Exits

Wall Street investors are dumping their Moderna and Pfizer stock faster than the world can drop the mandates. Moderna is down 70 percent from its high, while Pfizer is off 19 percent. Former Blackrock Executive and investment adviser Edward Dowd calls for Moderna to go to zero and Pfizer to end under ten dollars per share.
How is this possible given that Pfizer now enjoys record earnings per share and a market capitalization of some $270 billion, making it the 29th largest corporation globally? With nothing but profits in sight for the Pharmaceutical giant, what could be the problem?
After all, in December, a Forbes' headline read, "The Vaccine Maker Can Dominate The Covid Market For Years to Come, Wells Fargo Predicts." In addition to the enormously profitable mRNA vaccines, Pfizer is rolling out potent antivirals like Paxlovid, which could earn $22 billion in 2022.
Compared to the $81 billion in 2021 revenue, the earnings from the vaccines and the antivirals could top $102 billion for 2022, which is music to shareholders' ears. However some are hearing shrieks, and these happen to be Wall Street's finest, the smart money that beats the rest of the herd to the exits like clockwork.
These sophisticated investors make it their business to not go with the conventional wisdom but to do their own research, which often pays spectacular dividends.
Edward Dowd is one such investor. He saw the dot com bubble ready to burst and acted accordingly. But, unfortunately, other not-so-savvy investors later saw their dot com heavy portfolios collapse as the NASDAQ Composite Index lost 40% of its value in 2000.
Dowd, a graduate of Notre Dame University and former Portfolio Manager at Blackrock, grew his fund from $2 billion to $14 billion and commanded the respect of his investment community peers.
Today, after semi-retiring to the shores of South Maui, he remains a voice of stock market wisdom that many hedge funds continue to rely upon. LinkedIn lists him as a Consultant to Founder & Partner of Symphonic Capital, LLC.
But the dot com collapse is not the only one Dowd successfully navigated. While many other portfolio managers placed their client's money in highly rated and lucrative mortgage-backed securities, Dowd hesitated and questioned. He considered that those might be grossly over-rated, and he was correct.
It turns out that the mortgage rating system was corrupted by the high profitability of predatory financial products tied to home mortgages. According to Edward Dowd, a large portion of the blame was shouldered by the rating agencies, those trusted organizations whose job it was to judge the risk of these subprime mortgage-backed securities – agencies like Moody’s, Standard & Poor’s and Fitch.
Dowd says they turned a blind eye to the true risk because it was profitable. So, in essence, these rating agencies were captured by the institutions backing these risky subprime securities.
Joseph Stiglitz, a Nobel Prize-winning economist, put it this way, "The incentive structure of the ratings agencies also proved perverse. Agencies such as Moody's and Standard & Poor's are paid by the very people they are supposed to grade. As a result, they've had every reason to give companies high ratings, in a financial version of what college professors know as grade inflation."

Dowd has sounded the alarm on Moderna and Pfizer as sinking ships that investors need to abandon. So what does the man who foresaw the dot com and the subprime mortgage crisis have to say about Moderna and Pfizer, and what trouble could exist in the paradise of COVID vaccine profits?
Here are Dowd’s words:
I want to liken here to what's gone on in the Great Financial Crisis. We had rating agencies, third-party verification sources that were able to perpetuate the fraud because the money got too big, their institutions became corrupted with the institutional imperative, and they got triple-A ratings which we all know in hindsight were not triple-A ratings – let's move forward to today.
The FDA is the trusted third-party verification of pharmaceutical products. 50% of their budget comes from Pharma...due to the institutional imperative that was in place at the time and the speed with which they tried to approve these unproven products with this unproven technology, fraud did occur, and what's my proof of that? The FDA, together with Pfizer, were trying to hide the clinical data.
And it’s come out recently...that the all-cause mortality for the Pfizer product failed – that means there were more deaths in the vaccine group than the placebo group. Normally in such a case, you have NO drug approval for such drugs. It's the gold standard. I've been told by all my people in the Biotech Industry they were horrified... See mark 25:10.
And unfortunately, that is not all. Dowd feels that although he has successfully predicted three large frauds in his career, he now expects a global financial market collapse with the debt bubble getting ready to burst.
“So I’ve seen three frauds; the corporate fraud of the dot com boom, the bank fraud of the Great Financial Recession, and I believe the fraud has moved on to central banks and governments – because that’s the nature of our monetary system – you have to constantly create credit to keep this thing going.” See mark 2:22.

He clarifies that the emergence of global totalitarianism is not purely about power and profit. Instead Dowd feels it is to control the masses when they realize the economy is collapsing – the ramifications of which may be the loss of pensions and social security income.

For the skeptics, consider that Pfizer stock lost $20 billion in market capitalization on February 8, 2022, when their record earnings fell short of more optimistic expectations.
Also consider that Moderna's stock is down some 70 percent from its high of $484 on August 9, 2021, wiping out almost $ 140 billion in investment.
Dowd predicts Moderna will drop to zero with bankruptcy as fraud related to concealing the COVID vaccine dangers surfaces, and he predicts Pfizer will become a sub-ten-dollar stock. Dowd explains that the smart money has already left Moderna and will soon be exiting Pfizer.
Dowd foresees an avalanche of lawsuits coming as the insurance industry continues to uncover the legions of mounting deaths coming from the complications of the mRNA COVID-19 vaccines.
Dowd teamed up with an insurance industry analyst and researched the life insurance claims. They found that since OneAmerica shocked the world by announcing a 40% rise in non-COVID deaths in younger working-class employees, multiple other insurance companies worldwide have seen the same thing – massive rises in non-COVID deaths. But that does not explain how mRNA manufacturers can be held responsible for an emergency product they were told was liability-free. Aren't the vaccine manufacturers immunized from lawsuits?
After all, they were granted EUA, the specialized Emergency Use Authorization, which means they cannot be held legally accountable for deaths or adverse effects stemming from the experimental vaccines.
The idea is that no company – upon government request – should have to pay for unforeseen complications resulting from an emergency product that they released to the world out of their goodness of the hearts, with the best of intentions. Right?
Wrong – not when your company accomplishes this through deceit, also known as fraud.
Fraud undoes all these protections. If a company or person intentionally deceives another to profit, we have fraud. If Pfizer’s data showed increased all-cause mortality and hid this to motivate people to take the vaccine while claiming it was safe, then fraud exists.
Under common law, the required elements to prove fraud amount to:
#1. A materially false statement or purposeful failure to state or release material facts which non-disclosure makes other statements misleading.
#2. The false statement is made to induce Plaintiff to act.
#3. The Plaintiff relied upon the false statement, and the injury resulted from this reliance.
#4. Damages include a punitive award as a punishment that serves as a public example to discourage any future similar fraud. Punitive damages are generally proportional to the Defendant's assets.

Dowd has been researching the COVID-19 vaccines and what he considers obvious evidence of knowing concealment of the actual risks of death – and he points to the Herculean efforts of Pfizer with FDA in withholding their data despite legal challenges to release it. He likens the FDA today to the rating agencies during the Mortgage Crisis.

The world has watched, in pain, as images
of police violence from Ottawa, and of a bid for Canadian tyranny (that I would
ever write those words!) are flashed around the world.
As usual, I hate to be Cassandra; but the chessboard ahead is
all too clear. On Feb 12, 2022, I warned, during an appearance on Steve Bannon’s WarRoom, that we all
must all now brace for a period during which the powers that now clearly seek
to enslave our planet, and subdue our human species, will be broadcasting
scenes of civil society mayhem, and of shocking violence against protesters.
I also predicted that there would be food shortages and other
economic harms that would be blamed on the protesting truckers, and I warned
too that people should print out their bank and any liquid asset records, as
there would be cyberattacks on financial institutions
and the freezing of accounts. All of that, of course, took place in the week
that followed.
I recently received a kind note on social media thanking me
for my bulletins about the near future as it helped people, the writer
explained, to stave off shock and disorientation. I have often spoken about how
tyrants rely on just these effects of shock and disorientation to “tenderize” a
targeted population, so I will keep alerting you all to the near future, as
unpleasant as that task can be.
So in this essay I wish to explain, especially to Canadians,
what martial law really is, and how very dangerous it is, since many leaders
there, especially Parliamentarians, appear to be in the treacherous “hangover”
state of thinking that they still inhabit the old world that died when Justin
Trudeau declared emergency law. I also wish to warn what happens historically
at this moment in the decline of a formerly democratic nation, and what the
murder of Canadian democracy — at least for now — means to the rest of the
world.
Parliamentarians in Canada do not seem to understand that now
their former colleague, Justin Trudeau, can arrest not just truckers, whose
lawful protest has been declared illegal, but also the Parliamentarians
themselves. This is, sadly, the next step in this kind of drama, historically.
It is an extraordinarily dangerous sign that Parliament is not seated. When the
Australian Parliament was suspended, by the time they reconvened, their powers
had been dramatically curtailed. Tyrants seek to normalize the convening of
Parliaments as “optional” or to suspend normal Parliamentary processes long
enough to hollow out a legislative body’s deliberative powers, and to ensure
that when and if a Parliament (or a Congress, for that matter) meets again, it
will be merely a ceremonial assembly.
Parliamentarians in Canada also do not seem to understand
that “dictator” is no longer rhetorical. A member of
Parliament was shushed when he cried out this epithet, but the fact is that
this is not a slur at this point. Justin Trudeau is by definition now in fact a
dictator.
At this stage in history, you do not go back to a previous
state of civil society order without arrests, though hopefully you can do so
without civil war. Historically, when a would-be dictator has reached this
point in the suspension of democratic processes and has sought this level of a
power grab, his arrests of the opposition’s leaders, on trumped-up charges,
come next. Also arrested at this point are labor leaders, outspoken members of
the clergy, and independent journalists and editors.
Beware the word “incitement”; the next stage is an edict that
casts criticism of what Trudeau is doing, as a crime, or an act of violence.
At this stage in history, too, the identity of the security
forces are at issue. Who are these frighteningly gas-masked, uniformed,
extremely violent men represented as police in the streets of Ottawa? For that matter, who are the masked, black-uniformed, extremely
violent men represented as police beating the protesters in Paris, a week ago?
It is not easy to get police and military to enforce violence
upon their own people, their own neighbors and community members. A real danger
at this point in the overthrow of a democracy (for that is what happened in
Canada in this past week) is the deployment of militias accountable not to the
people but to the newly minted dictator. This happened in Italy when Mussolini
sought control, in Germany when the National Socialists sought power, and so
on. Remember that there are mercenary armies around the world, such as those
run by Xe, formerly Blackwater,

of the United States is wide open and many observers have reported a massive
influx of young adults of military age traveling alone [https://abcnews.go.com/Politics/wireStory/us-agents-encounter-single-adults-crossing-border-77661358]. With an open border in North
America, a mercenary army can flow not just into Canada, if permitted by border
guards directed by a would-be dictator; they can also flow into strategic
points in the United States.

I told you this part wasn’t going to
be pretty. The collapse of fascist ideological movements and fanatical death
cults never is. The New Normal is proving to be no exception.
After three weeks of non-violent civil disobedience outside
the Canadian parliament in Ottawa by truckers and other Canadian citizens
struggling to uphold their right to not be subjected to forced “vaccination,”
Justin Trudeau unleashed the goon squads. Thousands of militarized riot police
(and other
unidentified heavily-armed operatives) swarmed the area, surrounded the protesters, started breaking into
trucks and
arresting people, and beating them
with batons and the butts of their rifles.
In one particularly ugly episode, the New Normal stormtroopers rode their horses directly into a crowd of
non-violent protesters, trampling an elderly lady with a walker. She had just finished saying
something to the police along the lines of “you break my
heart … this is about peace, and love, and happiness.” Then they knocked her down and
rode their horses over her.

Upper West Side middle school is facing a tempest from parents after staging a
play which warned unvaccinated kids would not have friends.
The
December holiday show at MS 243 Center School on 84th Street and Columbus
Avenue featured around 10 fifth- to eighth-graders swaying back and forth while
belting out lyrics to the tune of ’80s hit “The Safety Dance,” including: “It’s

The
performance was more PSA than play, hammering home the importance of vaccines

have spent the last couple of weeks a bit entranced by the trucker protests
happening in Canada (and now around the world, from Paris to Wellington). I
initially tried to document here every twist and turn of the Freedom Convoy

Fox's Neil Cavuto said a second case of Covid-19 nearly killed him

New York (CNN Business) Neil Cavuto, an immunocompromised Fox anchor who has dissented from the loudest voices at the right-wing network and spoken out in favor of Covid-19 vaccines, revealed on Monday that he had been hospitalized for weeks with a serious case of coronavirus and nearly died.
Cavuto, who is vaccinated, had previously contracted the virus in October. But the anchor, a cancer survivor who has been public about his decades-long battle with multiple sclerosis, had a more mild case back then.
This time, Cavuto said he had a "far, far more serious strand" because his "very compromised immune system" simply hasn't benefited in the same way from the vaccines as those with healthy immune systems.
Cavuto said that his most recent case of Covid-19 had led to pneumonia and landed him "in intensive care for quite a while."
"It was really touch and go," Cavuto said on his Fox Business show on Monday after a leave of absence. "Some of you who've wanted to put me out of my misery darn near got what you wished for! So sorry to disappoint you!"
Cavuto used the opportunity to once again praise the life-saving Covid-19 vaccines.
"Let me be clear: Doctors say had I not been vaccinated at all, I wouldn't be here," Cavuto said.
Cavuto added, "This was scary. How scary? I'm talking, 'Ponderosa suddenly out of the prime rib in the middle of the buffet line scary!' That's how scary."
While Cavuto has been vocal in his support for vaccines, many of his colleagues have for months trafficked in anti-vaccine rhetoric. Tucker Carlson, who is the highest-rated host on the channel, has stoked fear about vaccines and peddled false conspiracy theories about them.

What follows is an interview with Paul Bell, former Toronto Municipal candidate. I’ve known Paul from Facebook over the years, admired his political writings, and spoken to him on the phone a few times in the past. He sent me a PM on Feb. 16 telling me he had direct knowledge of one of the so-called spokespersons for the Ottawa Freedom Convoy, Benjamin Dichter, and needed urgently to speak to me. Over the weekend, Dichter fled Ottawa, and his corruptness is no longer a story we can “break” here, but we can dig deeper, and learn something about infiltrators and their patterns.
NOTE: Elements of this interview are time-warped, we might say, as it took place before the crackdown in Ottawa, but it provides historical perspective nevertheless, so bear in mind when you read that it was recorded on Feb. 16.
I called Paul back right away, with the intention of having a pre-talk to what was going to become a podcast. Instead, when I began to transcribe it, I realized how rich in history it was, and I wanted to base the article on it.
What follows is a transcript of (most of) that conversation. Pieces of the story that fit with this include this video by Amazing Polly, from Feb. 11, which was the first time most people understood that four of the self-declared Convoy Spokespersons — also central to the GoFundMe scandal, were suspect, and one of them even had Polly taken off Twitter. Yesterday, after Dichter bailed out of Ottawa, leaving this preposterous tweet, things Paul had told me days earlier proved prophetic.
As I write this, Dichter has left additional theatrics his wake, and as a low water mark of our digitized simulation world, Jordan Peterson, one of the smartest people alive, apparently has not yet been alerted that Dichter is not who he thought he was. To wit, this tweet, (still up on Peterson’s Twitter) of Dichter himself a victim and trying, still, to shake people down. I forgive Peterson and anybody else who fell for this guy, and more importantly, Paul Bell does. Our story is about many things, including being conned by people who show up playing a role we don’t think to question.
Dichter was omnipresent, as self-declared “VP and Spokesperson” of the Freedom Convoy, and apparently, as far as I can discern, nobody ever thought to question whether he worked as a professional truck driver. He emerged along with three other dubious characters, who declared that as much as they love freedom of speech, only they would speak for the Convoy, and all media requests should be sent directly to one of them. The entire thing is so complete, devastating, shocking, that I don’t know what else to do than give you some quotes. It very much feels like the end of mRNA, and of the FDA in its present shape, because they -the government itself- are deeply complicit in outright investor fraud. Wall Street (“multiple brokerage houses”) is finding this out, Moderna stock is already down 70%, and that’s just the start.
mRNA vaccines are killing and maiming people: “..no matter the effort, one cannot hide the bodies – and “the bodies are piling up.”

Pfizer & Moderna Investors Run for the Exits
Wall Street investors are dumping their Moderna and Pfizer stock faster than the world can drop the mandates. Moderna is down 70 percent from its high, while Pfizer is off 19 percent. Former Blackrock Executive and investment adviser Edward Dowd calls for Moderna to go to zero and Pfizer to end under ten dollars per share.
How is this possible given that Pfizer now enjoys record earnings per share and a market capitalization of some $270 billion, making it the 29th largest corporation globally? With nothing but profits in sight for the Pharmaceutical giant, what could be the problem?
[..] For the skeptics, consider that Pfizer stock lost $20 billion in market capitalization on February 8, 2022, when their record earnings fell short of more optimistic expectations. Also consider that Moderna’s stock is down some 70 percent from its high of $484 on August 9, 2021, wiping out almost $ 140 billion in investment. Dowd predicts Moderna will drop to zero with bankruptcy as fraud related to concealing the COVID vaccine dangers surfaces, and he predicts Pfizer will become a sub-ten-dollar stock. Dowd explains that the smart money has already left Moderna and will soon be exiting Pfizer.
Dowd foresees an avalanche of lawsuits coming as the insurance industry continues to uncover the legions of mounting deaths coming from the complications of the mRNA COVID-19 vaccines. Dowd teamed up with an insurance industry analyst and researched the life insurance claims. They found that since OneAmerica shocked the world by announcing a 40% rise in non-COVID deaths in younger working-class employees, multiple other insurance companies worldwide have seen the same thing – massive rises in non-COVID deaths. And the evidence inescapably points to the vaccines as the cause.
Meanwhile, the funeral company stocks have outperformed the S&P. “Funeral Home companies are growth stocks. They had a great year in 2021 compared to 2020, and they outperformed the S&P 500. The peer group of Funeral Home stocks was up 40 plus percent while the S&P was up 26 percent – and they started accelerating price-wise in 2021 during the roll-out of the vaccines – You don’t need to be a rocket scientist to connect the dots here.”
Other insurance companies have reported the same or worse death numbers as OneAmerica. For example, “Unum Insurance is up 36%, Lincoln National plus 57%, Prudential plus 41%, Reinsurance Group of America plus 21%, Hartford plus 32%, Met Life plus 24%, and Aegon – which is a Dutch insurer – saw in their US arm plus 57% in the 4th quarter – in the 3rd quarter they saw a 258% increase in death claims.”
“They raised (mortality) expectations 300,000 for 2022 over 2021 due to COVID plus ‘indirect COVID,’ which I think we know what that’s code for… They (Aegon) did a $1.4 billion reinsurance deal with Wilton Reinsurance…what they were reinsuring were high face amount individual policies from 1 million to 10 million… (So) I think there is an asymmetric information situation going on in the insurance industry where some people have figured out something’s going on. They are off-loading their risk – they are not going to say what it is as they don’t want that information to get out as they unload the risk.”.
“Someone is going to be the bag holder here.” And Dowd is confident it won’t be the insurance industry. A court in France has already held that a life insurance company cannot be held liable for a death because of the mRNA vaccine. But that does not explain how mRNA manufacturers can be held responsible for an emergency product they were told was liability-free. Aren’t the vaccine manufacturers immunized from lawsuits? After all, they were granted EUA, the specialized Emergency Use Authorization, which means they cannot be held legally accountable for deaths or adverse effects stemming from the experimental vaccines.
The idea is that no company – upon government request – should have to pay for unforeseen complications resulting from an emergency product that they released to the world out of their goodness of the hearts, with the best of intentions. Right? Wrong – not when your company accomplishes this through deceit, also known as fraud. Fraud undoes all these protections. If a company or person intentionally deceives another to profit, we have fraud. If Pfizer’s data showed increased all-cause mortality and hid this to motivate people to take the vaccine while claiming it was safe, then fraud exists.
Under common law, the required elements to prove fraud amount to: #1. A materially false statement or purposeful failure to state or release material facts which non-disclosure makes other statements misleading. #2. The false statement is made to induce Plaintiff to act. #3. The Plaintiff relied upon the false statement, and the injury resulted from this reliance. #4. Damages include a punitive award as a punishment that serves as a public example to discourage any future similar fraud. Punitive damages are generally proportional to the Defendant’s assets.
Dowd has been researching the COVID-19 vaccines and what he considers obvious evidence of knowing concealment of the actual risks of death – and he points to the Herculean efforts of Pfizer with FDA in withholding their data despite legal challenges to release it. He likens the FDA today to the rating agencies during the Mortgage Crisis. “FDA is the trusted third party, just like the rating agencies were. And a lot of doctors in this country, a lot of local governments are placing their trust in the FDA which gets 50 percent of its budget from large cap pharma. It wasn’t any one person…I think they overlooked things…An all-cause mortality end-point should have stopped this thing in its tracks – and it didn’t.”
There were more deaths in the vaxxed group than in the unvaxxed. Dowd assumes fraud based upon the FDA backing Pfizer in not releasing their data. He believes this is a knowing attempt to conceal the deaths. “When one party enters into a contract…and fraud was occurring when they entered into that contract, and the other party did not know that – the contract is void and null. There’s no indemnity if this can be proven, and I think it will be.” “Pfizer got blanket immunity with EUA. If fraud occurred, to my mind and what I’m seeing from their refusal to release the data – if there is fraud and it comes out – and we need whistleblowers – and it’s looking more apparent that this product is deadly – fraud eviscerates all contracts – that’s case law. So you go down the daisy chain, and that’s liability – that’s bankruptcy for Moderna, definitely Pfizer.”
Dowd remarks that no matter the effort, one cannot hide the bodies – and “the bodies are piling up.” He notes that the deaths skyrocketed after the vaccine rollout when they should have dropped. A few days ago — in my article The Test for Klaus Schwab and the World Economic Forum, I republished my proof that the medical cartel has been routinely killing millions of people, with its treatments, for at least the past 20 years.
And when I say proof, I’m talking about clear mainstream research.
Virtually no one has taken those research citations and run with them, despite the fact that I’ve highlighted them for years. I’ve highlighted them in articles and interviews.
What’s the problem?
Apparently, even many “alternative” journalists and doctors are keeping a piece of their souls in the official prison of fake medicine and fake science. On purpose.
They want to hedge their bets. They want to go halfway, but not all the way.
They want to admit some things, but not other things.
So today, I’m posting another one of my “too hot to handle” pieces. I’ve published this article at least four times. Even doctors who oppose the COVID vaccines won’t pick up on it.
Why?
It’s too REAL, because it proves the RNA injections were DESIGNED to fail, to be useless, from the get-go.
That’s right.
And if you expose THAT, you burn the whole house down.
The vaccine establishment collapses.
No one will believe anything the establishment says about vaccines. Nor should they.
And many journalists and doctors of all stripes want to “protect the public” from THE TRUTH.
I don’t want to bury the truth. I’m not settling for half.

I wrote and posted this piece while the clinical trials of the COVID vaccine were in progress. It reveals how and why those trials were constructed and designed to fail. They did fail.
The vaccine makers DESIGNED a series of clinical trials that, even on their own terms (“the virus is real, fear the virus”) were destined to be a complete flop.
PART ONE
Peter Doshi, associate editor of the medical journal BMJ, and Eric Topol, Scripps Research professor of molecular medicine, have written a devastating NY Times opinion piece about the ongoing COVID vaccine clinical trials.
They expose the fatal flaw in the large Pfizer, AstraZeneca, and Moderna trials.
September 22, 2020, the Times: “These Coronavirus Trials Don’t Answer the One Question We Need to Know”:
“If you were to approve a coronavirus vaccine, would you approve one that you only knew protected people only from the most mild form of Covid-19, or one that would prevent its serious complications?”

If we dare to express doubt about vaccine efficacy, or raise concerns for safety, we are sharply rebutted and reminded of smallpox as a solid testament to the power of immunisation to combat disease.
For generations, we have been conditioned to believe that smallpox is a highly contagious, indiscriminate, and deadly virus — that it killed many millions worldwide, and that we were only saved from its ghastly ravages by the development of vaccinations. However, upon closer examination, this popular narrative is belied by the facts and historical reporting. What is commonly assumed as settled history may be the result of modern medical propaganda.
There is another story: that vaccines did not eradicate smallpox, but actually made the problem worse. Like many other diseases, cases were already decreasing by the time vaccinations were introduced, but then began to rise again with the rollout of mass immunisation. Smallpox was at its peak during the 1700s, though it was often confused and conflated with other illnesses with similar symptoms, including chicken pox, measles, shingles, scarlet fever, and secondary syphilis.
In modern times it has become a somewhat fabled disease, but in days gone by it was regarded as a lethal, everyday scourge that you would be considered lucky to avoid. Anxiously accepted as an unpleasant part of life, some chose to purposefully infect themselves to get it over with, or as an attempt to reduce intensity of symptoms. This ‘arm-to-arm’ (or up the nose) transfer of a biological sample was known as variolation and involved matter from an infected pustule being blown up the nose or pricked into the skin of the recipient. It was a risky procedure because there was always a chance of catching some other infection or disease, which could also lead to death.
In 1796, historical golden boy, Edward Jenner, often referred to as “the father of immunology,” began experimenting on cows after hearing a local farmer had apparently gained smallpox immunity by inoculating himself with cowpox secretions. Jenner hypothesised that because cows didn’t carry the same transmissible diseases as humans they would be safer to use as donors for the inoculation procedure. He quickly began testing the method.
Eight-year-old James Phipps was one of the first to be immunised by Jenner; by the time he died at the age of 20 he had been vaccinated over 20 times. Jenner also tested the vaccine on his own son, who became crippled and died at 21. Both men died of tuberculosis, which some researchers attribute to the smallpox vaccine (Eleanor McBean, The Poisoned Needle).

There are now 378 autopsies in VAERS. This is good news! Perhaps we can use the cause of death information in these reports to assess whether or not the injections caused the deaths.
Contrary to classical approaches, I decided to reduce the size of my data frame by extracting only the VAERS IDs with ‘Autopsy’ as a reported adverse event that were filed within 1 day on death (which reduced the entry number to 145) and in people less than 30 years of age (which reduced the entry number to 8). I really want to check the cases that appear to be outliers.
So with a measly 8 entries, let’s see what the autopsies revealed, if anything. Conveniently in VAERS, there’s something called a ‘SYMPTOM_TEXT’ column where you can find a lot of information not included in the other columns.
I want to point out the most shocking things about each entry (to me anyway) and a summary. Just a reminder, these entries represent a young person who died within 24 hours of being injected with these COVID-19 products. Each one died after injection #2.
1845034 (Pfizer): 15 year old male; no reported cause of death; spontaneous bronchospasm occurred - this is typically associated with mast cell de-granulation in asthmatics - no history of asthma reported
1160526 (Pfizer): 27 year old female; died 5 hours after 2nd shot; multicentric reticulohistiocytosis (typically only in 50+), history of hypothyroidism; labs ongoing
1206323 (Janssen): 21 year old male; reported having vomited and then died in his sleep
1206330 (Moderna): 27 year old male; history of cardiomegaly
1247997 (Pfizer): 26 year old male; reported having vomited and found dead in his car
1365485 (Moderna): 30 year old male; absolutely no history ailment-wise; suffered ‘injection site pain’ and shortness of breath before dying
1302844 (Moderna): 29 year old male; history of hypertension, non-insulin dependent diabetes; on hydroxyzine pamoate; suffered shortness of breath before dying
1346657 (Moderna): 19 year old male; history of autism, on clonidine, vyvanse and vraylor; COVID-19 ruled out; labs ongoing; cause and manner of death undetermined
Looks like young people dying for no reason. Perhaps meds counter-indicated? Remember, these are simply the reports I could find and we all know that autopsies are not being done commonly due to this fear-mongering around COVID-19 autopsies. They shouldn’t have that excuse now. So maybe we will see more autopsies and solidify our claim that these injections are killing people.
My assessment:
don’t get injected with these products if you have an enlarged heart
don’t get injected with these products if you have pre-existing health conditions
don’t get injected with these products if you’re medicated (there’s no safety data on this)
don’t get injected with these products if you are young (<50 in my books)
don’t get injected with these products if you are older (>50 in my books) - weaker immune systems due to senescence
don’t get injected with these products
These products are causing harm and doing ZERO good.

Iceland’s health ministry has said it wants “as many people as possible” to be infected with the coronavirus to achieve “widespread societal resistance”.
The comments come as the nation prepares to lift all of its remaining Covid-19 restrictions on Friday, including a 200-person indoor gathering limit and restricted opening hours for bars.
“Widespread societal resistance to Covid-19 is the main route out of the epidemic,” the health ministry said in a statement, citing infectious disease authoritie
It added that to achieve widespread societal resistance, which is also referred to as “herd immunity”, “as many people as possible needed to be infected with the virus as the vaccines are not enough, even though they provide good protection against serious illness”.
Iceland, with a population of approximately 368,000 people, has registered between 2,100 and 2,800 daily infections recently. More than 115,000 infections have been logged throughout the epidemic and 60 have died as a result of Covid.
Poland is also joining Iceland in lifting all restrictions except mandatory face masks.
Adam Niedzielski, the Polish health minister, said the lifting of most of the restrictions from 1 March was possible because the number of new daily infections and hospitalisations was falling significantly, and herd immunity was above 90 per cent as a result of vaccinations and infections.
Discos and clubs can reopen on Tuesday, and the 50 per cent capacity limit on the number of people on public transport and in malls, restaurants, theatres and sports venues will also be lifted.
State and regional administration workers can return to work in the office.
Mr Niedzielski said mask-wearing in indoor public places will still be required, and those infected will still need to isolate for seven days to prevent transmission of Covid-19. The government will decide whether to lift the mandatory wearing of masks in coming weeks.
Poland reported almost 20,500 new infections and 360 Covid-19-related deaths today. At the peak of the most recent infection rise in mid-January, almost 60,000 new daily infections were reported in the country of 38 million. More than 22 million people have been fully immunised with vaccines.

Defense Secretary Lloyd Austin approved the deployment, which had been requested by the D.C. Metropolitan Police Department (MPD) and U.S. Capitol Police (USCP), Pentagon officials said. The approval will enable around 400 D.C. National Guard members to "provide support at designated traffic posts, provide command and control, and cover sustainment requirements," the National Guard said in a statement.

Supreme Court Rejects Bid for Religious Opt-Out From COVID-19 Vaccine Mandate | 22 Feb 2022 | Supreme Court justices on Feb. 22 rejected a bid by health care workers in Maine to block the state's COVID-19 vaccine mandate. Justices declined to hear arguments for and against an appeals court decision that left the mandate, which affects all health care workers in Maine, intact. At least six justices rejected the writ of certiorari, or request to review the lower court decision denying a preliminary injunction. How each justice voted wasn't made public. "It's very disappointing to see the court ignoring this clear injustice," Mathew Staver, chairman of Liberty Counsel, the legal group representing the petitioners, told The Epoch Times. "We thought it was a great case for the court to take. There's a clear conflict and a clear violation of federal law." Maine Gov. California Doctors Warn Against COVID-19 Censorship Bill | 22 Feb 2022 | Some medical professionals are vowing to fight a possible new California law that attempts to threaten their medical licenses for spreading "COVID-19 misinformation"--calling the effort "unconstitutional" and "illegal." California Assemblyman Evan Low (D-Campbell) introduced Assembly Bill (AB) 2098 on Feb. 15, which would prevent licensed physicians and surgeons from spreading COVID-19 misinformation. If passed, the law would inject disciplinary actions by the Medical Board of California or the Osteopathic Medical Board of California to care providers promoting alleged misinformation. "The idea that they're going to come after physicians that spread misinformation, without defining what misinformation is frightening," Physician Dr. Jeff Barke told The Epoch Times.
South Carolina Bill Would Penalize Businesses $7,500 Per Employee Fired over Vaccine Mandate | 22 Feb 2022 | A proposed bill in the South Carolina legislature would essentially penalize private businesses in the state for each employee fired over a vaccine mandate, as it is designed to ultimately deter public and private employers from imposing such rules. Senate Majority Leader Shane Massey's proposal would essentially fine private companies that are forcing employees to get the shot, essentially sticking them with a roughly 7,500 tab per employee fired due to the rule. A subcommittee approved the bill last week, which is similar to a proposal passed in the House last year. Pfizer & Moderna Investors Run for the Exits
Wall Street investors are dumping their Moderna and Pfizer stock faster than the world can drop the mandates. Moderna is down 70 percent from its high, while Pfizer is off 19 percent. Former Blackrock Executive and investment adviser Edward Dowd calls for Moderna to go to zero and Pfizer to end under ten dollars per share.
How is this possible given that Pfizer now enjoys record earnings per share and a market capitalization of some $270 billion, making it the 29th largest corporation globally? With nothing but profits in sight for the Pharmaceutical giant, what could be the problem?
After all, in December, a Forbes' headline read, "The Vaccine Maker Can Dominate The Covid Market For Years to Come, Wells Fargo Predicts." In addition to the enormously profitable mRNA vaccines, Pfizer is rolling out potent antivirals like Paxlovid, which could earn $22 billion in 2022.

Compared to the $81 billion in 2021 revenue, the earnings from the vaccines and the antivirals could top $102 billion for 2022, which is music to shareholders' ears. However some are hearing shrieks, and these happen to be Wall Street's finest, the smart money that beats the rest of the herd to the exits like clockwork.
These sophisticated investors make it their business to not go with the conventional wisdom but to do their own research, which often pays spectacular dividends.
Edward Dowd is one such investor. He saw the dot com bubble ready to burst and acted accordingly. But, unfortunately, other not-so-savvy investors later saw their dot com heavy portfolios collapse as the NASDAQ Composite Index lost 40% of its value in 2000.
Dowd, a graduate of Notre Dame University and former Portfolio Manager at Blackrock, grew his fund from $2 billion to $14 billion and commanded the respect of his investment community peers.
Today, after semi-retiring to the shores of South Maui, he remains a voice of stock market wisdom that many hedge funds continue to rely upon. LinkedIn lists him as a Consultant to Founder & Partner of Symphonic Capital, LLC.
But the dot com collapse is not the only one Dowd successfully navigated. While many other portfolio managers placed their client's money in highly rated and lucrative mortgage-backed securities, Dowd hesitated and questioned. He considered that those might be grossly over-rated, and he was correct.
It turns out that the mortgage rating system was corrupted by the high profitability of predatory financial products tied to home mortgages. According to Edward Dowd, a large portion of the blame was shouldered by the rating agencies, those trusted organizations whose job it was to judge the risk of these subprime mortgage-backed securities – agencies like Moody’s, Standard & Poor’s and Fitch.
Dowd says they turned a blind eye to the true risk because it was profitable. So, in essence, these rating agencies were captured by the institutions backing these risky subprime securities.

Joseph Stiglitz, a Nobel Prize-winning economist, put it this way, "The incentive structure of the ratings agencies also proved perverse. Agencies such as Moody's and Standard & Poor's are paid by the very people they are supposed to grade. As a result, they've had every reason to give companies high ratings, in a financial version of what college professors know as grade inflation."

Dowd has sounded the alarm on Moderna and Pfizer as sinking ships that investors need to abandon. So what does the man who foresaw the dot com and the subprime mortgage crisis have to say about Moderna and Pfizer, and what trouble could exist in the paradise of COVID vaccine profits?
Here are Dowd’s words:
I want to liken here to what's gone on in the Great Financial Crisis. We had rating agencies, third-party verification sources that were able to perpetuate the fraud because the money got too big, their institutions became corrupted with the institutional imperative, and they got triple-A ratings which we all know in hindsight were not triple-A ratings – let's move forward to today.
The FDA is the trusted third-party verification of pharmaceutical products. 50% of their budget comes from Pharma...due to the institutional imperative that was in place at the time and the speed with which they tried to approve these unproven products with this unproven technology, fraud did occur, and what's my proof of that? The FDA, together with Pfizer, were trying to hide the clinical data.
And it’s come out recently...that the all-cause mortality for the Pfizer product failed – that means there were more deaths in the vaccine group than the placebo group. Normally in such a case, you have NO drug approval for such drugs. It's the gold standard. I've been told by all my people in the Biotech Industry they were horrified... See mark 25:10.

And unfortunately, that is not all. Dowd feels that although he has successfully predicted three large frauds in his career, he now expects a global financial market collapse with the debt bubble getting ready to burst.
“So I’ve seen three frauds; the corporate fraud of the dot com boom, the bank fraud of the Great Financial Recession, and I believe the fraud has moved on to central banks and governments – because that’s the nature of our monetary system – you have to constantly create credit to keep this thing going.” See mark 2:22.

He clarifies that the emergence of global totalitarianism is not purely about power and profit. Instead Dowd feels it is to control the masses when they realize the economy is collapsing – the ramifications of which may be the loss of pensions and social security income.

Dowd predicts Moderna will drop to zero with bankruptcy as fraud related to concealing the COVID vaccine dangers surfaces, and he predicts Pfizer will become a sub-ten-dollar stock. Dowd explains that the smart money has already left Moderna and will soon be exiting Pfizer.
Dowd foresees an avalanche of lawsuits coming as the insurance industry continues to uncover the legions of mounting deaths coming from the complications of the mRNA COVID-19 vaccines.
Dowd teamed up with an insurance industry analyst and researched the life insurance claims. They found that since OneAmerica shocked the world by announcing a 40% rise in non-COVID deaths in younger working-class employees, multiple other insurance companies worldwide have seen the same thing – massive rises in non-COVID deaths. Other insurance companies have reported the same or worse death numbers as OneAmerica. But that does not explain how mRNA manufacturers can be held responsible for an emergency product they were told was liability-free. Aren't the vaccine manufacturers immunized from lawsuits?
After all, they were granted EUA, the specialized Emergency Use Authorization, which means they cannot be held legally accountable for deaths or adverse effects stemming from the experimental vaccines.
The idea is that no company – upon government request – should have to pay for unforeseen complications resulting from an emergency product that they released to the world out of their goodness of the hearts, with the best of intentions. Right?
Wrong – not when your company accomplishes this through deceit, also known as fraud.
Fraud undoes all these protections. If a company or person intentionally deceives another to profit, we have fraud. If Pfizer’s data showed increased all-cause mortality and hid this to motivate people to take the vaccine while claiming it was safe, then fraud exists.
Under common law, the required elements to prove fraud amount to:
#1. A materially false statement or purposeful failure to state or release material facts which non-disclosure makes other statements misleading.
#2. The false statement is made to induce Plaintiff to act.
#3. The Plaintiff relied upon the false statement, and the injury resulted from this reliance.
#4. Damages include a punitive award as a punishment that serves as a public example to discourage any future similar fraud. Punitive damages are generally proportional to the Defendant's assets.

Dowd has been researching the COVID-19 vaccines and what he considers obvious evidence of knowing concealment of the actual risks of death – and he points to the Herculean efforts of Pfizer with FDA in withholding their data despite legal challenges to release it. He likens the FDA today to the rating agencies during the Mortgage Crisis.
"FDA is the trusted third party, just like the rating agencies were. And a lot of doctors in this country, a lot of local governments are placing their trust in the FDA which gets 50 percent of its budget from large cap pharma. There were more deaths in the vaxxed group than in the unvaxxed. Dowd assumes fraud based upon the FDA backing Pfizer in not releasing their data. He believes this is a knowing attempt to conceal the deaths.

With a pivotal victory in the High Court of New Zealand today, this may go down in history as the day the tables began to turn against vaccine mandates.
In fact, the implications of this victory could be enormous in the weeks and months to come.

Back in September of 2021 we put a call out to the VFF community for support to help defend members of the NZDF against the “no jab no job” mandates in Court..
..and in just 24 hours, without hesitation, many hundreds of you stepped forward with financial help to make it happen. Your response was humbling and displayed a true measure of the Kiwi spirit.
Now, 6 months on..
We Have Been Vindicated..
After being unsuccessful at the first hearing, the NZDF members then regrouped and joined forces with members of the NZ Police to return to the High-Court and challenge the mandates again with a substantive hearing..
And this time they were successful - You can read the full judgment here..
In Summary..
The High-Court Judge ruled that for Members of the NZDF and NZP.
Vaccine Mandates are "Unlawful".Members have a right to refuse the Vaccine on religious grounds. And,Members have right to refuse medical treatment. Period!
How Significant Is This?
While the High-Court ruling was only made for the NZDF and NZP which have their own sets of employment rules, it should be noted that significant learning has been made in the process of this case that will be advantageous for fighting future cases.
Plus, it also places a stake in the ground for others to point to and say
"if it's ok for them, why not me?".
And this is tremendously significant, in the battle fo the hearts and minds of our fellow Kiwi's.
What Next?
First, we want to say thank you to everyone who has acted in support of VFF and the NZDF in this case. Revival won't come overnight, but it is coming, and this has helped a great deal.
Take a moment to recognise that everything we are all doing matters and is making a difference. The NZDF and NZP fight was your fight, and so their victory is your victory too. This is a time to feel good and be encouraged to push on.
Double down. With the pressure now coming down on the government on all fronts the cracks are showing. Which is a reminder not to get complacent, but to push harder to seize victory. The High Court ruling is a pivotal win, but we cannot rest until the mandates are gone and the Covid Response Health Act has been revoked. And there is still much work to do.

The entire thing is so complete, devastating, shocking, that I don’t know what else to do than give you some quotes. It very much feels like the end of mRNA, and of the FDA in its present shape, because they -the government itself- are deeply complicit in outright investor fraud. Wall Street (“multiple brokerage houses”) is finding this out, Moderna stock is already down 70%, and that’s just the start.

Pfizer & Moderna Investors Run for the Exits
Wall Street investors are dumping their Moderna and Pfizer stock faster than the world can drop the mandates. Moderna is down 70 percent from its high, while Pfizer is off 19 percent. Former Blackrock Executive and investment adviser Edward Dowd calls for Moderna to go to zero and Pfizer to end under ten dollars per share.
How is this possible given that Pfizer now enjoys record earnings per share and a market capitalization of some $270 billion, making it the 29th largest corporation globally? With nothing but profits in sight for the Pharmaceutical giant, what could be the problem?
[..] For the skeptics, consider that Pfizer stock lost $20 billion in market capitalization on February 8, 2022, when their record earnings fell short of more optimistic expectations. Also consider that Moderna’s stock is down some 70 percent from its high of $484 on August 9, 2021, wiping out almost $ 140 billion in investment. Dowd predicts Moderna will drop to zero with bankruptcy as fraud related to concealing the COVID vaccine dangers surfaces, and he predicts Pfizer will become a sub-ten-dollar stock. Dowd explains that the smart money has already left Moderna and will soon be exiting Pfizer.
Dowd foresees an avalanche of lawsuits coming as the insurance industry continues to uncover the legions of mounting deaths coming from the complications of the mRNA COVID-19 vaccines. Dowd teamed up with an insurance industry analyst and researched the life insurance claims. They found that since OneAmerica shocked the world by announcing a 40% rise in non-COVID deaths in younger working-class employees, multiple other insurance companies worldwide have seen the same thing – massive rises in non-COVID deaths. And the evidence inescapably points to the vaccines as the cause.
Meanwhile, the funeral company stocks have outperformed the S&P. “Funeral Home companies are growth stocks. They had a great year in 2021 compared to 2020, and they outperformed the S&P 500. The peer group of Funeral Home stocks was up 40 plus percent while the S&P was up 26 percent – and they started accelerating price-wise in 2021 during the roll-out of the vaccines – You don’t need to be a rocket scientist to connect the dots here.”
Other insurance companies have reported the same or worse death numbers as OneAmerica. For example, “Unum Insurance is up 36%, Lincoln National plus 57%, Prudential plus 41%, Reinsurance Group of America plus 21%, Hartford plus 32%, Met Life plus 24%, and Aegon – which is a Dutch insurer – saw in their US arm plus 57% in the 4th quarter – in the 3rd quarter they saw a 258% increase in death claims.”
“They raised (mortality) expectations 300,000 for 2022 over 2021 due to COVID plus ‘indirect COVID,’ which I think we know what that’s code for… They (Aegon) did a $1.4 billion reinsurance deal with Wilton Reinsurance…what they were reinsuring were high face amount individual policies from 1 million to 10 million… (So) I think there is an asymmetric information situation going on in the insurance industry where some people have figured out something’s going on. They are off-loading their risk – they are not going to say what it is as they don’t want that information to get out as they unload the risk.”.
“Someone is going to be the bag holder here.” And Dowd is confident it won’t be the insurance industry. A court in France has already held that a life insurance company cannot be held liable for a death because of the mRNA vaccine. But that does not explain how mRNA manufacturers can be held responsible for an emergency product they were told was liability-free. Aren’t the vaccine manufacturers immunized from lawsuits? After all, they were granted EUA, the specialized Emergency Use Authorization, which means they cannot be held legally accountable for deaths or adverse effects stemming from the experimental vaccines.
The idea is that no company – upon government request – should have to pay for unforeseen complications resulting from an emergency product that they released to the world out of their goodness of the hearts, with the best of intentions. Right? Wrong – not when your company accomplishes this through deceit, also known as fraud. Fraud undoes all these protections. If a company or person intentionally deceives another to profit, we have fraud. If Pfizer’s data showed increased all-cause mortality and hid this to motivate people to take the vaccine while claiming it was safe, then fraud exists.
Under common law, the required elements to prove fraud amount to: #1. A materially false statement or purposeful failure to state or release material facts which non-disclosure makes other statements misleading. #2. The false statement is made to induce Plaintiff to act. #3. The Plaintiff relied upon the false statement, and the injury resulted from this reliance. #4. Damages include a punitive award as a punishment that serves as a public example to discourage any future similar fraud. Punitive damages are generally proportional to the Defendant’s assets.
Dowd has been researching the COVID-19 vaccines and what he considers obvious evidence of knowing concealment of the actual risks of death – and he points to the Herculean efforts of Pfizer with FDA in withholding their data despite legal challenges to release it. He likens the FDA today to the rating agencies during the Mortgage Crisis. “FDA is the trusted third party, just like the rating agencies were. And a lot of doctors in this country, a lot of local governments are placing their trust in the FDA which gets 50 percent of its budget from large cap pharma. It wasn’t any one person…I think they overlooked things…An all-cause mortality end-point should have stopped this thing in its tracks – and it didn’t.”
There were more deaths in the vaxxed group than in the unvaxxed. Dowd assumes fraud based upon the FDA backing Pfizer in not releasing their data. He believes this is a knowing attempt to conceal the deaths. “When one party enters into a contract…and fraud was occurring when they entered into that contract, and the other party did not know that – the contract is void and null. There’s no indemnity if this can be proven, and I think it will be.” “Pfizer got blanket immunity with EUA. If fraud occurred, to my mind and what I’m seeing from their refusal to release the data – if there is fraud and it comes out – and we need whistleblowers – and it’s looking more apparent that this product is deadly – fraud eviscerates all contracts – that’s case law. So you go down the daisy chain, and that’s liability – that’s bankruptcy for Moderna, definitely Pfizer.”
Dowd remarks that no matter the effort, one cannot hide the bodies – and “the bodies are piling up.” He notes that the deaths skyrocketed after the vaccine rollout when they should have dropped. And the deaths are what distinguished the 2021-2022 vaccine scandal as far worse than what happened with Enron. “People are dying and being maimed. This is a fraud that goes beyond the pale…We have the VAERS data…We have the DoD leak…And now we have the insurance company results and the funeral home results…We don’t need to think too hard about this…Deaths should have gone down after the vaccines rolled out. This is the most egregious fraud in history of the nation – and it’s global…Pfizer’s involved, and they committed fraud,” Dowd explained.
[..] Dowd emphasized that he is not short on Pfizer or Moderna stock. He explained that he does not profit from their share prices dropping. He also points out that his predictions are not the cause of the steep declines as these occurred before he came out with this analysis. “Let me make a point here. The mainstream media may ignore this. Wall Street is not.”

So today, I’m posting another one of my “too hot to handle” pieces. I’ve published this article at least four times. Even doctors who oppose the COVID vaccines won’t pick up on it.
Why?
It’s too REAL, because it proves the RNA injections were DESIGNED to fail, to be useless, from the get-go.
That’s right.

No one will believe anything the establishment says about vaccines. Nor should they.

I wrote and posted this piece while the clinical trials of the COVID vaccine were in progress. It reveals how and why those trials were constructed and designed to fail. They did fail.
The vaccine makers DESIGNED a series of clinical trials that, even on their own terms (“the virus is real, fear the virus”) were destined to be a complete flop.

Peter Doshi, associate editor of the medical journal BMJ, and Eric Topol, Scripps Research professor of molecular medicine, have written a devastating NY Times opinion piece about the ongoing COVID vaccine clinical trials.
They expose the fatal flaw in the large Pfizer, AstraZeneca, and Moderna trials.
September 22, 2020, the Times: “These Coronavirus Trials Don’t Answer the One Question We Need to Know”:
“If you were to approve a coronavirus vaccine, would you approve one that you only knew protected people only from the most mild form of Covid-19, or one that would prevent its serious complications?”
“The answer is obvious. You would want to protect against the worst cases.”
“But that’s not how the companies testing three of the leading coronavirus vaccine candidates, Moderna, Pfizer and AstraZeneca, whose U.S. trial is on hold, are approaching the problem.”
“According to the protocols for their studies, which they released late last week, a vaccine could meet the companies’ benchmark for success if it lowered the risk of mild Covid-19, but was never shown to reduce moderate or severe forms of the disease, or the risk of hospitalization, admissions to the intensive care unit or death.”
