Sujet : Une invitation à la conférence de presse internationale, le 3 mars, pour parler de la supression du centre d'études des institutions et des mouvements sociaux américains et de la fermeture du site internet sur le serveur de l'Université Stendhal.

Vous êtes invités à assister à la conférence de presse internationale organisée par le Comité de soutien pour le retour du CEIMSA sur le campus de L'université Stendhal.

 

 

La conférence de presse aura lieu le jeudi, 3 mars, à 14 heures, à la Maison des Associations, salle 319, no 6 rue Berthe de Boissieux à Grenoble, les points suivants seront abordés :

 

1) en Septembre 2004,  nous avons été forcés de demander asile à l'Université de Californie à San Diego pour le site Internet du CEIMSA, et plus récemment, en décembre 2004, tous mes doctorants (5 à l'heure actuelle) ont dû quitter l'Université Stendhal pour s'inscrire à l'Université de Savoie à Chambéry, l'Université la plus proche qui a un centre de recherches sur les Etats-Unis : ces étudiants doivent selon la réglementation nationale faire partie d'un centre de recherches s'ils veulent passer leur doctorat dans une université française. Ces étudiants continuent de vivre et de

travailler à Grenoble, mais ils ne sont plus des étudiants de l'Université Stendhal inscrits dans l'UFR d'Anglais; ils ont dû s'inscrire officiellement à l'Université de Savoie à Chambéry.

 

2) Dès janvier 2005, plus de 50 étudiants de 3e cycle en civilisation américaine à l'Université Stendhal avaient signé une pétition exigeant le rétablissement du CEIMSA et de son site internet à l'Université Stendhal.

 

3) Le plus grand syndicat d'étudiants sur le campus, l'UNEF, a exprimé sa solidarité au Comité de soutien.

 

4) Le Syndicat national des chercheurs scientifiques et le SNESup soutiennent ce mouvement visant à rétablir le CEIMSA à l'Université Stendhal.

 

5) Beaucoup d'associations comme ATTAC, Raison d'Agir, Comité Inter-peuples, Ligue communiste révolutionnaire, Amis du Monde diplomatique, le syndicat des enseignants à l'Université de Californie à San Diego (The American Federation of Teachers)... soutiennent ce mouvement qui lutte contre la censure à l'Université Stendhal.

 

6) Des chercheurs et des étudiants en France et aux Etats-Unis ont rejoint le Comité de soutien et versé une contribution financière pour les frais de justice.

 

7) Un recours contre l'administration de l'Université Stendhal a été fait auprès du Tribunal administratif.

Dear Colleagues and Friends of CEIMSA,

 

You are invited to attend the international Press Conference which has been organized by the Committee of Support for the Return of CEIMSA to Stendhal University campus.

 

This Press Conference will take place on Thursday, March 3rd, at 14h00, at La Maison des Associations, room 319,  No.6 rue de Berthe de Boissieux in Grenoble, where the following items will be discussed :

 

1) Last September 2004 we were forced to move the CEIMSA web site to UCSD, and more recently, in December, all of my doctoral students (5 of them at this moment) have quite Stendhal University to enroll at Chambéry, the closest campus that has an Americanist research center, which these students are required by national law to join if they are to receive Ph.D.s from a French university. (These students continue to live and work in Grenoble, but they are no longer Stendhal students in the UFR d'Anglais, but instead have taken measures to formally enroll at the University of Savoie in Chambéry.)

 

2) By January 2005, more than 50 graduate students (étudiants du 3ème cycle) in American Civilization at Stendhal University had signed a petition demanding the restoration of CEIMSA and its Web Site at Stendhal University.

 

3) The largest student association on the Grenoble campus, UNEF, has expressed its solidarity with the newly formed Committee of Support for the Return of CEIMSA to Stendhal University campus.

 

4) The Syndicat National des Chercheurs Scientifique and SNESup both are supporting this movement to restore CEIMSA on the Stendhal Campus.

 

5) Many outside Associations, like ATTAC, Raison d'Agir, Comité d'Inter-Peuple (Grenoble), Ligue communist révolutionaire, Amis du Monde diplomatique, The American Federation of Teachers at UCSD, etc....  are supporting this movement against censorship at Stendhal University.

 

6) Individual scholars and students from France and America have joined the Committee of Support and sent money to its Legal Defense Fund.

 

7) A law suit against the administration of Stendhal University has been filed with the Grenoble Tribunal Administrative.

In this part you will find a brief description of how this censorship at Grenoble University affected the University to Texas Study Abroad Program, which suffered the removal of pedagogical materials while a summer course was still in process, making it unable for American students to complete the original requirements for the course and eventually forcing this UT Program to move to another French University next summer.

The University of Texas Study Abroad Program will move its program from Standhal University at Grenoble to the University of Toulouse in June 2005.

 

In June 2004, Professor Francis Feeley was invited by a Study Abroad Program at the University of Texas in Austin to teach a course in "U.S. Foreign Policy since the American Landing at Normandy" to a group of engineering students coming to Eruope during the summer. The idea of the Program's director was that these students were receiving a narrow technical education and the aim of the program was to broaden their education with more critical social thinking than they were usually exposed to. Professor Janet Ellzey (jellzey@mail.utexas.edu) had seen the internet web site of CEIMSA and had followed the international activities of the Stendhal University research center, and she requested specifically that Professor Feeley teach this course in U.S. foreign policy to her students who would enroll at Stendhal University in June-July 2004.

Porfessor Feeley agreed and the course was taught from 7 June to 7 July. The hundreds of articles and essays on the CEIMSA internet web site were an important source of historical texts for this course. However, the Standhal University administration shut down the CEIMSA internet web site on 1 July (See Document #8). When the American students signed a petition (See Document #10) asking President Chezaud and the Stendhal Unviersity administration to resore the site so they could complete the course requirements, the administration responded with silence, and the CEIMSA web site could not be used for the concluding part of this course.

Recently, we have learned that the agreement to continue this successful program at Grenoble has been disolved, and that the University of Texas Study Abroad Program will no longer offer these American students from the University of Texas-Austin classes at Stendhal University in Grenoble, but rather at the University of Toulouse.

Le programme d'études  à l'étranger de l'Université du Texas sera transféré de l'Université Stendhal à Grenoble à l'Université de Toulouse en juin 2005.

 

En juin 2004, le programme d'études à l'étranger de l'Université du Texas à Austin a proposé au Professeur Francis Feeley de faire un cours sur "la politique étrangère des Etats-Unis depuis le débarquement américain en Normandie", à un groupe d'étudiants qui faisaient des études d'ingénieur et qui étaient venus en Europe pour l'été. L'idée du directeur de ce programme était que ces étudiants recevaient une formation technique trop étroite et qu'il fallait leur donner une formation plus large en leur faisant mieux connaître les courants importants en sciences sociales. Le professeur Janet Ellzey (jellzey@mail.utexas.edu) avait remarqué le site internet du CEIMSA et avait suivi les activités internationales du centre de recherches de l'Université Stendhal et avait expressément demandé que le professeur Feeley fasse ce cours sur la politique étrangère des Etats-Unis à ses étudiants qui s'inscriraient à l'Université Stendhal en juin-juillet 2004.

Le Professeur Feeley a accepté et fait ce cours du 7 juin au 7 juillet. Les centaines d'articles plus ou moins longs sur le site internet du CEIMSA étaient une source importante de textes historiques pour ce cours. Malheursement, l'administrtation de l'Université Stendhal a fermé ce site internet le 1er juillet. (Voir document #8) Quand les étudiants américains ont signé une pétition demandant au Président Chezaud et à la administration de l'Université Stendhal de rétablilir ce site (Voir document #10) afin qu'ils puissent terminer le travail exigé pour ce cours, l'administration ne leur a pas répondu et le site internet du CEIMSA n'a pas pu être utilisé pour la fin du cours.

Récemment, nous venons d'apprendre que l'Université du Texas a mis fin à l'accord qui stipulait que ce programme continuerait à Grenoble et a décidé de le transférer à Toulouse.

CEIMSA était l'unique centre de recherches en civilisation américaine de Grenoble. Le 1er Juillet 2004, le site Internet du CEIMSA était supprimé. La fermeture de ce centre pose de graves problèmes aux étudiants de 3ème cycle de Stendhal mais aussi aux autres chercheurs de Grenoble. Un comité de soutien pour le rétablissement du CEIMSA à Stendhal a été mis en place et aujourd'hui organise une conférence de presse internationale pour discuter des problèmes qui sont apparus suite à la fermeture du site Internet de CEIMSA et pour parler des différents critères qui ont conduit à la fermeture de l'unique centre de recherche américaines de Grenoble.

On the 11th of June 2004, the American research center CEIMSA (The Center for the Advanced Study of American Institutions and Social Movements) directed by Mr. Francis Feeley at Stendhal University, Grenoble 3, France, was closed down. CEIMSA was the only American research center in Grenoble. The 1st of July 2004 the CEIMSA Web site was suppressed from the public server at our University.

 

The closing of this center has serious consequences on students and researchers. A Committee of Support has been created for the Return of the Center for the Advanced Study of American Institutions and Social Movements to the University Grenoble 3.  

 

Presently, the Committee is organizing an International Press Conference to discuss the issues surrounding the closing of the CEIMSA Web site on the Stendhal University server and to discuss the criteria for suppressing the only American Studies research center in Grenoble. The conference will take place on Thursday, the 3rd of March, at 2.00 pm at "la Maison des Associations" room 319 (3rd floor) which is located at 6 rue Berthe de Boissieux in the city of Grenoble, France. We invite you to attend this International Press Conference and to participate in this important discussion.

Les étudiants de Stendhal Grenoble 3-  se mobilisent pour sauver le centre de recherches américaines CEIMSA:

 

Je vous écris aujourd’hui pour vous faire part d’un problème sérieux que rencontrent les étudiants de 3ème cycle de l’université de Stendhal à Grenoble. J’espère que cette lettre aura plus d’impact que toutes les lettres qui ont été écrites auparavant aux différentes administrations de l’université et qui sont restées sans réponses. Le 11 juin 2004 M. Francis Feeley, professeur de civilisation américaine et directeur du Centre d’Etudes des Institutions et des Mouvements Sociaux Américains (CEIMSA) était informé par M. Michel Lafon, vice président du Conseil Scientifique de l’université de Stendhal, de “l’extinction” de son centre de recherches.

 

Comme cette décision a de graves conséquences sur beaucoup d’étudiants de 3ème cycle de Stendhal, un grand nombre d’entre eux ont décidé de se mobiliser en écrivant des lettres à M. Patrick Chézaud, le président de l’université. Durant les 3 jours précédents les vacances de noël, 50 étudiants de Master 1 et 2 ont signé une lettre qui expliquait à M. chézaud leur préoccupations face aux problèmes qu’ils rencontraient suite à la fermeture du CEIMSA. Nous demandions à ce dernier si ils pouvaient nous rencontrer afin de discuter du ces problèmes. Cette lettre fut donnée le 9 janvier 2005 et n’a reçu à ce jour aucune réponse. Aujourd’hui, les étudiants en civilisation américaine s’inquiètent pour leur avenir, l’avenir de l’UFR d’anglais et pour l’avenir de toute l’université de Stendhal. Nous avons créer un comité de soutien pour le retour du CEIMSA à Grenoble et aujourd’hui, j’aimerais vous expliquer pourquoi nous avons décidé de nous mobiliser:

 

La première grave conséquence de la fermeture du CEIMSA concerne directement tous les étudiants en civilisation américaine. En effet, il n’y a plus de centre de recherches en civilisation américaine à Stendhal ni même dans toute la ville de Grenoble. Les doctorants se voient dans l’obligation de continuer leurs études à Chambéry parce qu’ils doivent être affiliés à un centre de recherche durant leurs années doctorales or, il n’y a plus de centre approprié pour eux à l’université de Stendhal.  Le site Internet du CEIMSA survit aujourd’hui grâce à l’université de Californie de San Diego aux U.S.A qui a tenu à défendre la démocratie et a permettre aux étudiants et aux chercheurs de Grenoble de bénéficier d’un grand nombre d’articles et d’essais qui étaient à leur disposition dans le site Internet de CEIMSA. Cependant, cette aide est provisoire et nous n’avons aucune idée de combien de temps nous pourrons en disposer.

 

Une autre conséquence de la fermeture du CEIMSA concerne toute l’université de Stendhal. Si les étudiants quittent l’université pour continuer leurs études en civilisation américaine dans d’autres universités, l’université de Stendhal pourrait perdre un grand nombre de ses étudiants. Cependant, pour bénéficier d’une accréditation, l’université de Stendhal doit attirer un certain nombre de doctorants chaque année. Aujourd’hui le danger est que l’université ne soit plus accréditée par le ministère et qu’elle cesse de proposer des cursus pour les doctorants.

 

 Le centre de recherches CEIMSA était pourtant très actif. Lors de ses quatre premières années à Stendha,l il a organisé trois grandes conférences et publié deux livres sur la société américaine contemporaine. Le site Internet était un outil pédagogique très important pour les étudiants de 3ème cycle. Il proposait un nombre significatif d’articles et d’essais écrits ou sélectionnés par de grands intellectuels dans le domaine de la civilisation. Sa renommée était internationale et il était reconnu, en France comme aux Etats Unis, comme étant un centre de recherches sérieux qui donnait du poids aux travaux de recherches des étudiants et de nombreux autres chercheurs de France et d’ailleurs. Les trois conférences internationales organisées par le centre ont fait venir sur le campus Grenoblois des gens de toute la France, d’Europe et des Etats Unis. CEIMSA participait donc grandement à la notoriété de l’université et nous ne comprenons pas pourquoi celle-ci ne prend pas en considération l’utilité de ce centre de recherches qui connaissait un grand succès.

 

 Dans les mois qui ont suivi la fermeture du centre, nombre de personnes ont écrits des lettres au président de l’université pour exprimer leur mécontentement face à cette décision administrative. Il n’ont cependant reçu aucune réponse satisfaisante jusqu’à ce jour. Ils se joignent aujourd’hui aux étudiants et au comité de soutien qui réclament le rétablissement du centre de recherches à Stendhal.

 

Notre but aujourd’hui est de convaincre le Conseil Scientifique de revenir sur sa décision car ce centre de recherches est très utile pour tous les étudiants et les chercheurs de Grenoble et nous pensons qu’il est très important qu’il reste un service publique. Cependant, il semble que personne ne souhaite nous écouter et que nous sommes laissé pour compte. Nous essayons toujours de rencontrer M. Chézaud et nous préparons une conférence de presse pour le 3 mars à 14.00 à la Maison des Associations, 6 rue de Berthe de Boisssieux à Grenoble, pour expliquer les problèmes que les étudiants en civilisation américaine rencontrent depuis la fermeture du Centre d’Etudes des Institutions et des Mouvements Sociaux Américains. Nous espérons que vous montrerez votre solidarité en vous joignant à nous lors de cette conférence de presse.

Students mobilize in Grenoble, France to save the Research Center for the Advanced Study of American  Institutions and Social Movements at Stendhal University CEIMSA at Stendhal University:

 

I am writing to explain to readers the serious problem that graduate students (3ème cycle) in American civilization encounter today at Stendhal University. Hopefully this article will have more impact than the unanswered letters which students wrote in vain to the different administrations at our university. On the 11th of June 2004 Mr. Francis Feeley- professor of American civilization and director of  the Centre d’Etudes des Institutions et des Mouvements Sociaux Americains (CEIMSA) was told of the “extinction” of his research center. This declaration was made by Michel Lafon, the Vice-President of the “Conseil Scientifique” at Stendhal University. A few weeks later, on the 1st of July, the CEIMSA Web site was suppressed from the public server of the University.

 

Because this decision has serious consequences on the academic work of many students majoring in American civilization many of us decided to mobilize by writing letters to Mr. Patrick Chézaud, the President of Stendhal University. During the last three days before Christmas vacation, some 50 graduate students signed a letter which explained their concerns. We asked Mr. Chézaud, if we could have an appointment with him to discuss the issue. This letter was given on the 9th of January 2005 but has yet received no answer. Today, students in American civilization worry for their future, for the future of the UFR d’anglais and for the future of Stendhal University. We have now created a Committee of Support for the Return of CEIMSA at Grenoble 3, and I would like to explain to you why we have decided to mobilize:

 

The first serious consequence of the closing of CEIMSA directly concerns all the students in American civilization. Indeed there is no longer a research center in American civilization at Stendhal University, nor even in the entire city of Grenoble. Graduate students have to go to Chambéry to continue their Ph.D. work in American civilization because they are required by the ministry to be affiliated with a research center in the final years of their study, and there is no longer a relevant center for them at Stendhal University. The CEIMSA Web site that these graduate students continually use for their research now survives temporarily thanks to the defense of academic freedom at the California University in San Diego [UCSD] in the United States of America. However, the help from the university of California is temporary and we have no idea how long this University will continue to help the students and researchers of Grenoble to use the large number of documents and essays available on the “CEIMSA-IN EXILE” site.

 

Another consequence concerns the whole academic community at Stendhal University. If students leave our University to continue their Ph.D. research in American civilization in other Universities, Stendhal University could lose a lot of its Ph.D. students. Yet to continue being an accredited university which offers A Ph.D. program Stendhal University must attract a certain number of Ph.D. students each year. The danger today is that a large number of graduate students could leave Stendhal University and thus cause the Phd programs to be cancelled.

 

In addition to the Center itself, which was very active and in its first four years sponsored three large international conferences, and published two large books on Contemporary American society, the CEIMSA Web Site was an important research tool for the graduate students. It offered students easy access to find and use a significant number of articles selected and/or written by important scholars in the field of American Studies. It was recognized Internationally by competent specialists as being a serious research center, and it gave weight to the research efforts of graduate students at Stendhal University. It also facilitated the research efforts of a large number of other scholars in Grenoble, in France and internationally. Its three large international conferences brought together for the first time important scholars at the Stendhal University campus, and students and scholars from Europe and America came to Grenoble to participate in these conferences. In a word, CEIMSA greatly increased Stendhal University’s notoriety. We do not understand why the University does not take into account the usefulness of this successful research center.

 

In the months following the closing, a great number of people have written letters to the University President to express their disagreement with his administration’s decision to suppress CEIMSA, but they have received no satisfactory response up to now. In frustration, many of these people have agreed, today, to join the Grenoble students by becoming members of the Committee of Support which is demanding the return of CEIMSA and its website to the Stendhal University campus, as it existed before.

 

 

We would like to convince the “Conseil Scientifique” at Stendhal University to review their decision because this research center has been useful to all of us here in Grenoble, and it is important that it remains a public service. But it seems that no one wants to listen to us and we are hitting against the proverbial wall. We are still asking to meet with Mr. Chézaud to discuss this matter, and we are currently preparing an international Press Conference for the 3rd of March at 14.00 at La Maison des Associations room 319, 6 rue de Berthe de Boissieux, in Grenoble to explain the problems we students have encountered following the “extinction” of the Center for the Advanced Study of American Institutions and Social Movements [CEIMSA].
