Colleagues and Friends of CEIMSA,
An
old political saw of our past century ran something like this: “The French
Revolution captured three essential concepts of modern governmental forms with
the slogan: liberté, égalité, fraternité - Liberty being the governing principle of Liberalism;
Equality, the guiding value of Socialism;
and Fraternity, the central tenet of Fascism.” Such disembodied ideas
were still fashionable in political science circles a few decades ago.
During
the present crises – in some ways not unlike the traumatic challenges
experienced in the 1930s – people are more interested in the practical matters
of getting along than in ideals, per se.
They find themselves reaching for tools that will produce fruitful
understanding and improvement in their lives, instead of good feelings and
comfort. “Historical materialism” and “dialectical materialism” are useful
mental constructs – offering methods and theories which have proven to be useful
as a means of freeing people from the suffocating burden of past structures and
systems. [For discussions on these abstract operations which aim towards human

among others.]
“Do I look like a
Socialist?”
As
the old adage goes, “The dog wags the tail; if the tail were more intelligent
than the dog, the tail would wag the dog.”
The 24 + items below are reflections of the historical moment we are now sharing. It has common features with past periods, like the First World War, when socialist theories and strategies were constructed and ardently debated before the Russian Revolution, and again in the pre-WWII period, when the extreme consolidation of Fascist political powers produced “a cult of efficiency” among various collaborators living in the debris of the Great Depression.
Yes, we have experienced the massive assault on humanity before, and once again old ideas have been dredged up, while the ends continue to be used to justify the means, again at great cost ….

Philippe Lazzarini est le haut-commissaire de l’UNRWA (United Nations Relief and Work Agency). Cette agence onusienne vient en aide aux 5,8 millions de réfugiés palestiniens, dont 540 000 enfants, répartis dans 58 camps à travers le Proche-Orient. Il met en garde contre l’impact socio-économique désastreux de l’épidémie de Covid-19 sur cette population déjà très vulnérable et appelle la communauté internationale à colmater le budget de son organisation, confrontée à un trou de 200 millions de dollars.
A quoi ressemble la rentrée des classes dans les camps de réfugiés palestiniens en cette période de Covid ?
Il y aura un mélange de cours à distance et de cours en classe. Au printemps, l’UNRWA a su s’adapter avec agilité aux impératifs du confinement. Du fait de notre proximité avec nos bénéficiaires – l’essentiel de notre personnel est palestinien – nous avons réussi à maintenir la plupart de nos services. Mais bien sûr, l’accès à l’Internet et à un écran, le prérequis du télétravail, est un énorme enjeu pour les enfants des camps, où l’on constate des taux d’extrême pauvreté de plus en plus élevés.

Comment suivre les cours quand on a un seul téléphone dans une famille de quatre enfants ou que le réseau est trop faible pour qu’ils travaillent tous ensemble ? Même les meilleurs de nos élèves commencent à décrocher. Améliorer la digitalisation de l’enseignement est l’un de nos défis futurs. Nous réfléchissons à une grande campagne de collecte de tablettes, couplée à une offre de temps de connexion à Internet, sponsorisées par des entreprises du secteur.
Où en est la progression de l’épidémie de Covid-19 dans les camps de réfugiés palestiniens ?
En juillet, nous avions moins de 200 cas recensés, sur nos cinq théâtres d’opération (Liban, Jordanie, Syrie, Cisjordanie et bande de Gaza). Le taux de contamination était inférieur à celui des pays hôtes. Depuis, l’épidémie a progressé de façon drastique dans ces pays et cela s’est traduit aussi dans les camps, principalement dans ceux de Cisjordanie. On recensait 6 876 cas le mardi 15 septembre, et 685 morts. Comme partout, le plus à craindre c’est l’épidémie de pauvreté. Le Covid-19 a un impact socio-économique terrible sur la population des camps, déjà très vulnérable. Songez que dans les camps libanais, le taux de chômage dépasse les 80 %. Les attentes de nos bénéficiaires n’ont jamais été aussi élevées. Le problème c’est que nos donateurs, eux, s’apprêtent à entrer en récession.

Dans quelle situation budgétaire se trouve l’agence ?
Il nous manque 200 millions de dollars pour finir l’année, notamment payer les salaires de nos 30 000 employés de septembre à décembre. Ce montant est séparé de l’appel à contribution, à hauteur de 95 millions de dollars, que j’ai récemment lancé pour couvrir les besoins supplémentaires créés par l’épidémie de Covid-19.
On entre dans une zone dangereuse. Nous naviguons à vue. Nous sommes au bord de la cessation de paiement. Si nous ne parvenons pas à régler les salaires des prochains mois, c’est notre réponse au Covid-19 qui sera mise en cause. Dans une région aussi instable et volatile que le Moyen-Orient, l’UNRWA est une source de prévisibilité. Investir dans l’UNRWA, c’est investir dans le développement humain, donc dans la stabilité.
Cette crise financière ne date pas d’aujourd’hui…
L’UNRWA ne reçoit que 30 millions chaque année des Nations unies. Tout le reste de notre budget ordinaire, qui s’élève à 800 millions de dollars, est couvert par des contributions volontaires. La décision des Etats-Unis, en 2018, de cesser de nous financer a causé un trou de 360 millions de dollars dans notre budget. Cette année-là, un élan de solidarité a permis de combler cette perte.
Les Européens ont augmenté leur contribution et se sont dépêchés de payer et les pays du Golfe ont apporté 200 millions de dollars. Ils avaient pour habitude jusque-là de financer plutôt des projets, au motif que le problème palestinien a été créé par l’Occident et que c’est donc à lui d’en supporter le coût. Mais en 2018, ils ont généreusement financé notre budget ordinaire. Cet élan s’est répété partiellement en 2019. Mais pour l’instant en 2020, ce n’est pas le cas.
Attendez-vous un geste des Emirats arabes unis et du Bahreïn, qui viennent d’établir des relations diplomatiques officielles avec Israël, au grand dam de l’Autorité palestinienne ?
Les Emirats occupent depuis juillet la présidence tournante de la Commission consultative de l’UNRWA, l’équivalent de notre conseil d’administration. Ces deux dernières années, ils ont financé notre budget ordinaire à hauteur de 50 millions de dollars. Je m’attends à ce qu’ils poursuivent leur aide, mais je ne sais pas à quelle hauteur. Si notre budget n’est pas couvert, cela augmentera le sentiment qu’ont les Palestiniens d’être abandonnés par la communauté internationale.

Des Palestiniens du Liban et de Syrie se sont mêlés ces dernières années au flot de migrants qui sont entrés clandestinement en Europe. Les camps se vident-ils de leur population ?
Je ne dirais pas que les camps se vident, mais l’on est de plus en plus confronté à des gens désespérés, qui veulent partir à l’étranger, qui nous supplie de leur donner un visa. Certains nous demandent même de les désenregistrer, de rayer leur nom du registre de l’UNRWA, dans l’espoir qu’ils deviennent éligibles au programme de réinstallation du HCR, le Haut-commissariat aux réfugiés. Ce n’est pas possible, mais ça donne une idée du niveau de désespoir qui règne dans les camps.
Le camp de Yarmouk en Syrie, capitale officieuse de la diaspora palestinienne, dont l’organisation Etat islamique s’était emparée et qui a été en grande partie détruit dans l’opération de reconquête menée en 2018 par l’armée syrienne, sera-t-il un jour reconstruit ?
Il y a quelques mois, le premier ministre syrien a déclaré qu’un plan de reconstruction du camp était prêt, mais celui-ci n’a pas été rendu public. Diverses rumeurs circulent, certaines parlent d’une reconstruction avec retour des anciens résidents, d’autres évoquent la construction d’un quartier résidentiel haut de gamme, destiné à un autre type de population.

L’UNRWA est prête à reconstruire ses structures propres, c’est-à-dire les écoles et les centres de santé, à condition d’avoir confirmation que le gouvernement syrien est prêt à laisser les réfugiés revenir dans le camp. Avant le conflit, Yarmouk hébergeait 160 000 réfugiés palestiniens. On estime que 250 familles sont revenues depuis la fin des combats.
